2006041104-11-2006 : North Central Petroleum has elected to extend their portion of the contract from April 1, 2006 through May 31, 2006, or until the effective date of a replacement contract, whichever occurs first) under the existing contract terms, conditions and specifications. An additional $0.02 cent per gallon margin increase will be added to the fuel price for each delivery occuring during this extnsion term. The locations removed from the previous contract change notice have been placed back into the contract for fuel servicing purposes and may continue to be serviced by Nelson Petroleum. This short term extension and small increase in bid margin assures the continued uninterrupted supply of fuel to contract customers until a new replacement contract is awarded and becomes effective.
2006040604-06-2006 : The contract is extended (April 1, 2006 through May 31, 2006, or until the effective date of a replacement contract, whichever occurs first) with the majority of the contractors under the existing contract terms, conditions and specifications. An additional $0.02/gallon bid margin will be added to the fuel price for each delivery during this extension period. The federal Oil Spill Liability Trust Fund Tax of $0.0012/gallon was reinstated effective April 1, 2006. The following companies elected not to extend during this interim term: Conan Fuel, Consolidated Grange, North Central Petroleum, and Whitten Oil. All other contract terms and conditions remain unchanged. This short term extension and small increase in bid margin will assure the continued uninterrupted supply of fuel to contract customers until a new replacement contract is awarded and becomes effective.
2006032103-21-2006 : 60-day estension request sent to contractors with a reply date of March 27, 2006. Successful extension will place those contractors extended term from April 1, 2006 through May 31, 2006.
2006020902-09-2006 : Bids have been submitted for the SmartBuying replacement contract 07705. Two protests have been filed prior to the award announcement. I'm working on the bid evaluation and management is working on responding to the protests. The Fuel Hedging report that was due to the House Transportation Committee, on-going MRO contract activity and BioDiesel bill analysis has prevented me from dedicating as much time as I need to complete the evaluation process. Progress is being made and unless I hear otherwise from management, I hope that an award announcement will be made in the next few weeks.
2006020202-02-2006 : Update CCI & price/customer sheets to include new service locations for Clark County - WSDOT service by Dan Hull and for Snohomish County - Port of Everett service by Nelson Petroleum. There are no other changes at this time.
2006012401-24-2006 : Add new location for servicing. There are no other changes at this time. Thurston County - The Evergreen State College for #2 Heating fuel to be serviced by Small & Sons.
2006011801-18-2006 : DOC, Stafford Creek Correctional Center in Grays Harbor County is Pettit Oil. WSDOT locations for diesel (all counties) were moved from the "clear" diesel columns to the "Dyed" diesel columns. There are no other changes at this time.
2006011001-10-2006 : The SmartBuying Fuel bid opened on December 22, 2005 and bids are currently being evaluated. I expect that an award announcement will be made in the weeks ahead.

2005111511-15-2005 : The pre-conference for the replacement contract (07705) was held and an amendment that addressed the information shared in the pre-bid conference was posted on November 1, 2005. No other issues have been communicated and the bid is scheduled to open on November 22, 2005. I expect an award will be made within a few weeks of the bid opening.
2005110811-08-2005 : LUST tax clarification has been added into the contract. There are no other changes at this time.
2005110811-08-2005 : Request sent to current contractors to provide pricing by Nov. 18, 2005 on locations that were removed from the contract at last extension term. Response will determine which contractor will be assigned to service said location. Until such time the locations are placed back into contract 11499 or until such time the new general fuel bid is awarded, customers may use their general authorities to obtain fuel as needed.

2005101010-10-2005 : I've completed the draft IFB for the new fuel contract. Because of the large dollar value of this contract, our policy requires a review by the AG prior to release. I except that the bid will be release this week.
2005100610-06-2005 : LUST Tax modification. Effective October 1, 2005, based on Federal Regulation changes, the LUST tax of $.001/per gallon is extended to dyed diesel, kerosene, and most distillates. For a detailed list of all products on which the LUST tax has been imposed contact IRS. The LUST tax is no longer a portion of the Federal Excise Tax. Therefore, effective October 1, 2005 you will see an additional line item on the invoices listed as "LUST TAX" at $0.001/per gallon.
2005100510-05-2005 : New location for service under contract 11499. Location is WSDOT W 6403 Rowand Rd Spokane WA. Type of fuel Regular Unleaded delivered in 6,000 gallon quantities. Estimated annual use 86,000 gallons. Fuel Supplier is Coleman Oil Company at a bid margin per gallon of $0.049 plus OPIS rack rate (Spokane) based on day of delivery of fuel and applicable taxes. This is effective immediately.
2005092909-29-2005 : Don Small and Sons advised in writing that they have ELECTED to extend their portion of the contract as is for the interim 6-month period. Don Small & Sons and their locations are being placed back on the contract.
2005092109-21-2005 : 6-month interim extension completed. Revised term October 1, 2005 thru March 31, 2006. Revised term value is $5,035,571.50 based on extension period and the removal of 5 contractors who elected not to extend. The 5 contractors were: Cole & Sons, Don Small & Sons, Falcon Fuels, Vancouver Oil, and Wondrack Distributing; this impacts 84 locations; and 35 customers throughout Washington State. The impacted customers were notified on 9/20/05 and if they still require service may notify OSP who will get them placed back onto contract 11499 as soon as possible through servicing of those locations by one of the remaining contractors.
2005092009-20-2005 : The first draft of the Smartbuying Fuel has been completed and reviewed by management. I'll be meeting with the fuel team to capture their feedback and I anticipate that the bid will be ready for release in the next couple of weeks. The new contract will replace this contract.
2005082408-24-2005 : This contract falls within the scope of the Smartbuying fuel effort. The bid for the replacement contract is underway and I expect the bid will be ready for release in the next few weeks.

2005062206-22-2005 : Added 2 locations. Snohomish County. Snohomish Fire District #7 has 2 locations added to contract. They will be serviced by Nelson Petroleum for #2 Dyed Low-sulfur Diesel at a bid margin of $0.015/gallon plus OPIS Seattle rack rate and applicable taxes.
