2023061406-14-2023 : The state of Idaho has calculated final scores and has approval from NASPO ValuePoint's Executive Council for award. Idaho has conducted its state's public notice. 3 of the 5 contrats have been executed and are available for viewing on the NVP website. Idaho has begun drafting the re-solicitation for the credit monitoring services category only. The solicitation is expected to be released in June 2023.
2023051205-12-2023 : Update from NASPO: The State of Connecticut and the Multistate Sourcing Team have completed the evaluation phase for the new Electronic Monitoring Products and Services RFP (22PSX0021). Connecticut intends to issue a Partial Award, meaning upon each successful negotiation, beginning with the highest-scoring proposer, and pending legal approval, the resulting Master Agreement will be executed and issued to avoid waiting until all Master Agreements are finalized before issuing one complete Master Agreement Award. The State of Connecticut intends to award to multiple Contractors though the final quantity depends upon the negotiation phase. Both the State of Connecticut and NASPO remain highly aware and sensitive to the criticality of this portfolio and as such are working extremely hard to get Master Agreements in place. 2017050205-02-2017 : CONTRACT REBID STATUS Due to scheduling conflict, this contract will not be rebid at this time. There are extension options available so there will be no break in coverage. The Annual Vendor Performance Reviews will be held May 23-24.
2017021302-13-2017 : CONTRACT REBID STATUS NASPO ValuePoint has approved an early rebid of the Electronic Monitoring of Offenders contract 00212 due to the extensive maximum term and the changes in the marketplace for this commodity. There may be opportunity to access new technology or additional Contractors in this commodity group. This contract will not be extended beyond the current term ending December 31, 2019. DES is seeking feedback and stakeholders for the rebid effort of this contract.

2015010901-09-2015 : CONTRACT CHANGE Product Substitution: 3M Electronic Monitoring, Inc. is one of five vendors awarded a contract to provide offender electronic monitoring services under the WSCA-NASPO contract 00212, titled: Electronic Monitoring of Offenders. Under the terms of this contract 3M provides monitoring services to customers in four of the five monitoring categories identified in the solicitation. Category 2 – Alcohol Monitoring Equipment and Services was one of these awarded categories. Under this category one of the “Optional Services” listed was “Mobile Remote Alcohol Monitoring” using a “Soberlink” brand of equipment at a daily charge rate of $6.00/unit. Since this was an optional product/service offered by the vendor to supplement an awarded product/service category, the Soberlink product and related monitoring service was not evaluated during the evaluation of proposals process. Additionally, there were no applicable specification requirements applicable to optional products/services. Never-the-less, it was included in the contract award to more fully meet customer alcohol monitoring needs. Anticipated sales are expected at less than 5% of contract activity. On September 22, 2014, Paul Drews, Vice President, Strategic Partnerships our contract contact person at the company, notified me that the Soberlink brand of equipment was no longer available to 3M and they proposed substituting the SCRAM brand of equipment. This new brand essentially performs the same function of mobile remote alcohol monitoring and 3M is set up to provide monitoring services through its standard monitoring center and to provide customers with routine monitoring reports. However, the daily rate would increase from $6.00/unit to $6.50/unit (an eight percent price increase due to its higher purchase cost). (Note: For this optional product/service there is no requirement the daily rate remain unchanged and the contract price adjustment clause is not applicable.) After extensive consideration of this product substitution request by the WSCA-NASPO sourcing team (Ann Toyer and Lisa Bradley – Oklahoma, David Helgerman ¬– Nevada, and Beverly Walters – Mississippi, and Robert Paulson – Washington) on December 2, 2014, it was agreed by the team to approve this substitution request. Contract Amendment #1 documents this product substitution.
2013060506-05-2013 : NEW CONTRACT On June 4, 2013 contracts for electronic monitoring of offender services were signed by the state of Washington on behalf of the WSCA-NASPO Cooperative Purchasing Organization, with the following five vendors - 3M Electronic Monitoring, Inc., Alcohol Monitoring Systems, Inc., BI Incorporated, Satellite Tracking of People, LLC, and Sentinel Offender Services, LLC in accordance with the announcement of intent to award. Each contract became effective June 4, 2013 (date of last signature), except for 3M Electronic Monitoring whose contract will become effective July 1, 2013. Specific electronic monitoring services are described in Appendix D Specifications and pricing for those services are listed in Appendix F Price Sheets of each awarded contract.
