PRICE ADJUSTMENT |
NC Machinery requested a price adjustment in a letter dated April 11, 2013 and provided supporting documentation with their request.
The documentation includes:
• A brief a narrative of requested adjustments for Tractors with Loader and Backhoe.
• How the DES Contract Management fee of .74% is to be addressed.
• It includes a memo from Caterpillar dated March 7, 2013 containing an updated list of price adjustments for Options for Category 2. for the Tier 4 Series F Model unit only.
The contract was pulled for review and it was determined that the contractor’s request for price adjustment meets with the terms and conditions of the contract for price adjustments as established in the original bid document. Prices may be adjusted after the first 365 days.
NC Machinery was awarded Categories 1 & 2 effective 4/20/2010.
The documentation provided advised of pass through cost adjustments from the factory on equipment effective June 1, 2013 on the 416 F and 420F Tier 4 units.
Further, the DES Contract Management Fee of .74% will be effective July 1, 2013.
The requested cost adjustment by NC Machinery for the two (2) Tier 4 units with the addition of the .74 Management fee is applied to all four (4) units reduced to 1.70%.
The appropriate PPI allows for an adjustment of up to 5.69%.
The above cost adjustments will add the following base costs to each Contract line item:
Category 1. Tractor with Loader and Backhoe, 14'-17' Dig Depth, @ 16,000 lb. Operating Weight. $560.00 or .74% due to the DES Contract Management Fee.
Category 1. Tractor with Loader and Backhoe, Tier 4, 14'-17' Dig Depth, @ 16,000 lb. Operating Weight. $1780.00 or 2.19% due to the Manufacturer’s pass through cost adjustment and the DES Contract Management Fee.
Category 2, Tractor w/Loader and Backhoe, 14' - 17' 6" Dig Depth @ 17,500 lb. Operating Weight. $577.25 or .74% due to the DES Contract Management Fee.
Category 2, Tractor w/Loader and Backhoe, Tier 4, 14' - 17' 6" Dig Depth @ 17,500 lb. Operating Weight. $2,617.80 or 3.13% due to the Manufacturer’s pass through cost adjustment and the DES Contract Management Fee.
The documentation provided advised of pass through cost adjustments from the factory for Options effective June 1, 2013. The aggregated amount is an averaged 1.26%. The PPI allows for 1.61%.

Reference checks were conducted, both vendors passed with excellent references.
WSDOT standard specifications for Contract 00410 have been enhanced to include features considered as add-on options on the prior Contract #14603.
Category 1. Contract 14603 offered John Deere 310J at $63,921.00 (including the options now considered as a standard for Contract 00410) with an operating weight of 16,220 lbs. Contract 00410 offers a Caterpillar 416E at $73,482.00 with an operating weight of 18,674 lbs. There is a cost increase of 13.01% but the state has larger machine with an increased operating weight of 2,454 lbs.
Category 2. Contract 14603 offered John Deere 310SJ at $83,593.00 (including the options now considered as a standard for Contract 00410) with an operating weight of 17,898 lbs. Contract 00410 offers a Caterpillar 420E at $75,722.00 with an operating weight of 19,726 lbs. There is a cost savings of 10.39% and the state has larger machine with an increased operating weight of 1,828 lbs.
Category 3. Contract 14603 offered John Deere 710SJ at $159,760.00 (including the options now considered as a standard for Contract 00410). Contract 00410 offers the same unit with a cost savings of 8.94%.
The averaged savings to the state for all three categories is 2.11%

2/16/2010. Amendment #1 was issued as a result of the pre-bid because it contained all of the specification modifications. This document replaced the original IFB and extended the bid opening date to 3/02/2010.
3/02/2010. Five (5) bids were received for the bid opening. There were no late bids. One bid was rejected based on not meeting all specifications. There were no WBE or MBE bid responses.
3/09/2010. Bid specification review conducted by WSDOT with subsequent recommendations for award.
After review of the above documents and the actions taken place during this rebid of Tractor with Loader and Backhoe under Contract 00410 it is the recommendation of the Procurement Coordinator for this bid that it is in the best interest of the State to Award the State Contract, #00410 Tractor with Loader and Backhoe to:
1. NC Machinery Co., Robert Nelson (Categories 1 & 2)
2. Pape Machinery, Gerald Warren (Category 3)
They were the lowest responsive, responsible bidders by category and their bids met all of the solicitation requirements.

The State of Washington has a need for a new long term contract for Tractors with Loader and Backhoe. This is a re-bid of contract #14603. A request for information was sent via email to the main user, WSDOT soliciting information regarding the new IFB for Tractor with Loader and Backhoe. The response was favorable to re-bid this contract with the existing products and standardizes specifications.
The goal of this solicitation was to establish a statewide Contract for the as needed purchase of Tractors with Loader and Backhoe. The Contract will be awarded with an initial term of two (2) years with 2-year extension options for a total of eight (8) years. The Contract will be awarded to multiple bidders found to be the lowest responsive and responsible that meets specifications and passes reference checks.
2/04/2010 IFB posted to WEBS with a prebid meeting scheduled for 2/12/2010 and with a bid opening date of 2/25/2010. Notification was sent to 71 potential bidders.
2/12/2010. An optional Pre-bid Conference was held at 10:00am at the General Administration Building. Attending were WSDOT, OSP staff and four (4) prospective bidders.
