The replacement contract is expected to be in place near the end of 2019. In the meantime, customers can look at different ways to acquire testing services. State agencies: Because there will be no master contract in place, agency customers have two options: • Work with their purchasing departments to undertake a competitive procurement and award a contract (see RCW 39.26.120). • Consider a contract for “client services,” which are excepted from competitive-solicitation requirements. See RCW 39.26.125(6) and 39.26.010(4). Political subdivisions: Cities, counties, higher ed, special districts, etc., will need to follow their own purchasing authorities to procure testing services. Here are some options: • Undertake a competitive procurement; • Execute a Participating Addendum with MMCAP to use its drug-testing contract; • Use another cooperative or municipality contract (piggyback). |

Per Patty Noble Desy, DOC will not be ready to discuss plans for the new contract until June 2009. While we have a little time on our side I stated the concern to keep this procurement opportunity moving to meet our expected contract expiration coming up 2/28/2010. It is the intention of OSP to have the new contract in place before year-end for a smooth transtion from the existing contract. |
