OSP instructed Pape to forward their information for review. Results from that review indicated that the Pape monthly rental rates could be in error and a further review would be conducted. Pape Equipment Rental has been instructed to inform customers that if monthly rental rates are questionable they are to instruct customers to call OSP for verification of monthly rental rates until final review and corrections are completed. 05-13-2008 : | Pre-bid Conference held May 6, 2008 to discuss the bid document terms and conditions for rental equipment. Several bidders attended and had questions that required clarification and possible revisions to bid document. Questions were noted and bidders advised that clarification would be provided via an Amendment to the bid document. Customer agencies contacted (WSDOT and DNR) to determine how bidder’s questions would impact their operations of the contract since they were heavy users. Reply was that they agree with possible changes since this was the method used by this industry. Clarification and revisions made to this contract are discussed below and posted in WEBS as Bid Amendment 2 replacing previous bid documents and Amendment 1. Reference Amendment 1 changes: Appendix F in this document (Amendment 2) contains the Technical Requirements, List of Rental Equipment previously published. Additionally Section 4.5, Opening Date and time has been determined and inserted, May 21, 2008 2-00 PM. Reference Bid Amendment 2, Section 2.11, Rental periods. Clarification has been provided and revised in bid document Section 5.4 Rental Periods, of the Model Contact. Rental Periods have been defined to mean: Day=24 hours with 8 hours equipment use; Week=7 consecutive days (includes Saturday and Sunday not to exceed 40 hours use); Month=4 weeks (with 176 hours use). Multiple shifts (double and triple rates) will be negotiated if required. Reference Bid Amendment 2, Section 7.1 Pricing. Clarification concerning Delivery/Return Cost per Mile is provided as follow. Prices are to be FOB Contractor Location. When completing the Appendix E Price Worksheet column for Delivery/Return Cost per Mile. Bidders are to indicate their Delivery/Return information concerning their organizations Delivery/Return of their equipment if one is available. If bidder uses other than a cost per mile for Delivery/Return of their equipment then explain this via an attached letter with your bid. If not available enter N/A in this column. The format used will consider the item size +Per day/week/month cost times 5/10/15 (weights assigned for evaluation purposes) = lowest total cost for each sized item.
