Due to OPIS copyright restrictions, the contract average pricing for each reference city cannot be posted or published on the DES Fuel webpage. The Contract pricing posted on the DES Fuel webpage is the contract average for the three (3) reference cities mentioned above. |

01-28-2014 : | CONTRACT STATUS | Update: Contract 01709 – Propane Crisis/ Supply Issues The U.S. Department of Transportation has issued regional orders for the Midwestern, Eastern, and Southern regions which will allow for western (states) transporters to move propane more freely throughout the most affected regions (thus the skyrocketing wholesale or contract pricing). The rare regional order applies to 10 Midwest, 14 Eastern, and 9 Southern states. A total of 31 states so far have individually issued Hours of Service relief (the amount of time companies are allowed to have drivers deliver propane). The propane industry is literally working around the clock to move propane from where it is, in the large storage facilities, using trains and trucks, pipelines and barges to where it is needed. Last week, the U.S. Department of Energy reported that cold weather led to record-high propane storage withdrawals. These are the largest drawdowns for this time of the year since the government began collating propane data in 1993 and the second time this year the record has been broken. Efforts are underway with the U.S. Department of Energy to acknowledge that emergency conditions could be forming, as consumers and businesses in dozens of state are faced with higher electricity, gas and propane costs due to persistent cold weather. The challenges in supplying propane for consumers during this prolonged period of cold weather started in October and ran through November as a very wet Midwestern harvest required massive amounts of propane in order for the harvest to be dried prior to storage. An important difference between this year and previous years is the extent of propane exports into the world market. In 2013, more than 20% of total U.S. propane was exported, up from 5% in 2008. All these combined to prevent regional inventories from recovering and the existing pipeline and terminal infrastructure has been unable to recover. This has required longer driving distances and loading times, a scarcity of available product and delays in making deliveries to customers. DES will continue to monitor the crisis and update the contract as needed. |

09-04-2013 : | CONTRACT EXTENSION | Contract 01709 has been extended for twelve (12) months Nov 1, 2013 through Oct 31,2014. The following clause has been agreed to by all contractors. Propane - Possible Rebid and Overlap: DES is aware that the contract’s customer base is interested in autogas, meaning that services and product would be required to convert the standard gas/diesel vehicle into one that operates on propane. If DES moves forward with an autogas contract it will be part of an overall new propane contract meaning that 01709 could end on 10/31/2014 unless extended for special circumstances by mutual agreement. If DES moves forward with a replacement propane contract that includes autogas, it will be likely posted in the next few months and awarded likely in May 2014 to allow an overlap period and transition from contract 01709 to the replacement contract |

This communication is for propane and services provided to those customers located in the following counties: Chelan, Okanogan, San Juan, and Spokane. It was announced that Amerigas has purchased Heritage Propane Operations DBA Northern Energy and San Juan Propane. At this time all customers are to continue to place their orders with Heritage Propane as normal. OSP is constant communications with Amerigas to allow for ample time for both the customer and plant operations to make this a turnkey transition. Amerigas will be contacting their plant managers to resist marketing the contract until all the pieces have been put in place for the transition. |
