2015060306-03-2015 : CONTRACT STATUS Special Notice: WASHINGTON STATE DEPARTMENT OF REVENUE Re: Petroleum Products Tax re-imposed - Effective July 1, 2015 Beginning July 1, 2015, Washington’s Petroleum Products Tax will be reinstated to fund the Pollution Liability Insurance Trust Account. The current tax rate for tax is .003 (0.3 percent). Petroleum products include plant condensate, lubricating oil, gasoline, aviation fuel, kerosene, diesel motor fuel, benzol, fuel oil, residual oil, and every other product derived from refining crude oil. Crude oil or liquefiable gases are not “petroleum products.” For further information, see RCW 82.23A.010. The tax is calculated based on the wholesale value at the time of first nonbulk possession in Washington. For petroleum products introduced at the rack, the wholesale value is determined when it is removed at the rack. Under the law, possession means control of the petroleum product and includes both actual and constructive possession. The tax is reported on the Washington Combined Excise Tax Return.

2011020902-09-2011 : CONTRACT STATUS Contractor Rainier Connect notified of contract expiration approaching on April 25, 2011. 2011020802-08-2011 : CONTRACT EXTENSION CONTRAT EXTENSION: The marine contract for refueling services is schedueld for an extension. Paul Broadeur to advise if contract extension is on WSF's schedule. Meanwhile, steps will be taken to proceed in the direction of an extension; until notified from WSF.
2011010601-06-2011 : CONTRACT UPDATE: Per Rainier Petroleum; Maxum will load ULSD D at Shell Oil Products and deliver to Whole Energy. At Whole Energy, the ULSDD will be inline blended with SME biodiesel. The B5 blend will be pumped aboard our truck and trailer and delivered to WSF in Anacortes. We are working with Dept of Commerce to complete our final biodiesel intiative with WSF for Pier 15.
2010120712-07-2010 : CONTRACT AMENDMENT: Fully executed amendment has been completed for the Marine Refueling Services Contract (02207) to allow in-line blended biodiesel purchases in Anacortes; effective December 15, 2010 through the duration of the current contract term of April 25, 2011. In-line blending of biodiesel will be provided for blends up to B20 and must meet or exceed ASTM-D-6751 specifications; BQ 9000 producers preferred. The reference price in Anacortes will be based on the Seattle rack average blends delivered.
2010120212-02-2010 : Contract Amendment is in the works to add the delivery of biodiesel to Anacortes at the request of Washington State Ferries (WSF).
2010110811-08-2010 : The fuel contractors presentation was informative and offered state agencies a glimpse of what the state currently offers on biodiesel and other fuel options. The vendor forum was a unique opportunity for the contractors to respond to questions and pose a few of their own. This was a new segment for the annual Tacoma Convention Center Tradeshow.
2010100610-06-2010 : Dan Kovacich and Bill Bonniwell will attend this years vendor workshop at the GA Tradeshow at the Tacoma Convention Center; on October 28 along with other fuel vendors.
2010071507-15-2010 : Received letter from Rainer Petroleum dated July 2, 2010, advising the state of the name change from Rainier Petroleum will be known as a Maximu, Petroleum company. Rainier proposes this change to take place sometime closer to year end. Maximum's products and services can be found at their website, www.maxumpetroleum.com.
2010071407-14-2010 : Met with Rainier Petroleum today to discuss current marine fuel reporting. GA was represented by Sarah Mollas, David Boyle and Roz Knox the contracts administrator. Dan Kovacich and Bill Bonniwell were in attendance to represent Rainier Petroleum. Rainier confirmed WSF were also in receipt of each bill of lading created for each delivery. Rainier was always willing to confirm any specific bill of lading for a specic delivery upon request. However, Rainier also offered additional clarification on the fueling terminal used would always be located in Seattle for varied reasons based on fueling availability. And the group discussed the revisit of hedging options for WSF at the next WSDOT stakeholders meeting.
2010070807-08-2010 : Scheduled meeting with Rainier Petroluem and GA fuel team to discuss revised fuel marine reporting. Contractor to meet tentatively on July 14 to discuss further.
2010061006-10-2010 : 12 MONTH CONTRACT EXTENSION COMPLETED: Effective June 26, 2010 through April 25, 2011 the Marine Refueling Services Contract, 02207 has been extended for the remaining 10 months to complete a full 12 month extension option. Rainier Petroleum has signed the amendment and countersigned documents are forthcoming.
2010052405-24-2010 : 30 DAY CONTRACT EXTENSION: Rainier Petroleum agreed to extend the contract for an additional 30 days. Contract Amendment signed by Rainer today, May 24, 2009 and extension will become effective from May 26, 2010 through June 25, 2010.
2010051005-10-2010 : This contract supports only the Marine Refueling WSF state requirement. Made update to extended description for this contract to remove both Bilge and Lubricant requirements no longer a part of this contract. 2010050605-06-2010 : Spoke with Dan Kovacich from Rainier Petroleum this moring to follow-up on his biodiesel efforts made to Jay Manning, Chief of Staff for the Governor, targeting for the Anacortes area. The contractor shared other channels did not pan out as hoped for, however the great amount of interest was expressed from the Governor's office. Dan will not have a follow-up response from Mr. Manning's office unti Friday, May 7 or early next week (May 10).
2010042104-21-2010 : 30 DAY CONTRACT EXTENSION: The contract is being extended for 30 days; effective April 26, 2010 through May 25, 2010. The temporary extension is to allow additional time for contract extension discussions for the twelve (12) month contract term. Working with Rainier Petroleum to achieve the best combined outcome for both state customer and contractor.
2010040704-07-2010 : CONTRACTOR SITE VISIT: Made site visit to Rainier Petroleum on 4/6/10 and met with customer WSF - Paul Brodeaur, Dan Kovacich of Maximum Marine/Rainier Petroleum and Bill Bonniwell of South Sound Consulting for Rainier Petroleum. The meeting was informative and included a tour of the facility and a power point presentation of the Shell facility adjacent to Rainier. Discussed the specifics to be included in the contract extension and discussed the budgeting restraints creating barriers in the biodiesel arena.
2010031103-11-2010 : CUSTOMER COMMUNICATION: Gary Smith, WSDOT called for a status on the contracts extension option. Advised him the extension process was well underway and close to completion.
2010030903-09-2010 : CONTRACT EXTENSION PROCESS: Contract extension letters have been returned by contractors and they all agree to extend for another term. Contract CCI and amendments being prepared for countersignature of documents.

2010022602-26-2010 : CONTRACT EXTENSION PROCESS: Contract has been pulled for review and this review determined that this contract will expire April 25, 2010. Further review determined this contract has term extension clause and maximum term for extensions ends in the year 2017. Additional review of the contract folder did not provide any unfinished business or contract distractions over the past term of this contract. Therefore a letter has been mailed to the contractor offering a 24 month term extension. Extension letter is to be returned to this office by 2/26/2010
2009112011-20-2009 : Email dated Fri 11/13/2009 2:21 PM from Department of Agriculture indicates the work they have done related to fuel quality and work conducted by other states the biggest influence on fuel quality as related to biofuels is not on the feedstock, but on how the oil is processed into biofuel. In most cases this has a much greater influence on the quality of the end product then the feedstock. From the sampling work they have done, studies conducted on Brassic seed crops, and oils produced from Brassic seed crops, AGR would encourage our agency to consider adoption of a policy to recognize biofuel oils produced from Brassica seed crops under the Brassica genus as a single source feedstock. However it is important to note that with any biofuel produced, from any type of feedstock (soy, yellow grease, brassica, etc) that it must meet the current ASTM quality standards for biofuels if the biofuel is to be blended with diesel to formulate a biodiesel blend that will be used for motor fuels. It is the goal of our Weights and Measures Program to promote the sales and use of quality fuel in our state. We hope to continue the positive relationships we have developed with industry, consumers and governmental agencies by conducting routine sampling of all types of motor fuels including biofuels throughout the production and distribution system within our state.

2009041404-14-2009 : This contract is in the process of extended for an additional year. Details are currently being worked out with the vendor.
2009030403-04-2009 : Discussions with vendor and WSF is ongoing to extend this contract. Specifics are being finalized.
2007073007-30-2007 : WSF petitioned to add Eagle Harbor, Bainbridge and Kingston terminals to the mobile marine portion of the contract in accordance with section 4.1c of the IFB which states: The state reserves the right to add or remove vessels or service delivery sites. Whenever possible, customers are to provide at least 30-days advance notice of a deletion. Although contractor's OPIS price multiplier is to remain firm, the fixed service fee for any new location is to be negotiated and be comparable to the contractors already established service fees with regard to contract additions. The proposed pricing conforms to the language identified above and therefore, the contract additions were approved. The effective date has been set for May 29, 2007 to coincide with the first delivery of these contract additions.

2007060506-05-2007 : CONTRACT STATUS Rainier Petroleum made 2 deliveries for WSF (Eagle Harbor & Bainbridge Island). These are new site deliveries; they are requesting a delivery fee of $325.00. I advised that their requested rate did not appear to be comparable with the current delivery fees & asked what the original delivery fee agreement was & if standby was implemented. cc'd WSF & SKrueger
2007041904-19-2007 : The new Marine Refueling, Lubricant & Bilge Pump Services - Contract No. 02207 has been awarded to Rainier Petroleum as the successful bidder. The contract term begins April 26, 2007 and shall remain in effect through April 25, 2009. An electronic copy of the award recommendation including all supporting documentation is available for review upon request. Please contact Steve Krueger at: skruege@ga.wa.gov This Contract was awarded in order to cover new regulations and requirements from the recently enacted environmental rule intended to minimize the impact of a spill in a marine environment. The most immediate need was to address the mobile marine refueling requirements of Washington State Ferries as the marine portion of the existing contract is scheduled to expire in May of 2007.
