08-13-2007 : | Based on customer feedback from the meeting on June 27, 2007, it became imperative to educate customers regarding the Fleet Commander Online program available to all Voyager customers. GA and Voyager provided training in Spokane on August 6th, Pullman on August 7th, then in Olympia on August 8th & 9th. Training went very well, and feedback was very positive. The reporting capability is crucial to how the State of Washington does business, and Voyager provides extensive reporting capability. There are still some questions whether we will include Voyager with the WSCA PCard contract. Stakeholders will view a competitor's software as a comparison on August 13, 2007. | |

05-08-2006 : | Audit: Motor pool credit use lax Auditor’s Office urges state to tighten gasoline card use By ADAM WILSON THE OLYMPIAN The state Auditor’s Office says the state motor pool has inadequate controls on workers’ gasoline credit cards, its first audit finding against the Department of General Administration in eight years. “We believe the Department should have followed up on these unreasonable trends to determine whether employees who have custody of the credit cards are using them to purchase gasoline for personal purposes,” stated the report, released last week. By comparing the amount of fuel purchased for some cars against the miles reported for them, the auditors said they found glaring differences in how many miles per gallon the vehicle should get, and their actual performance. One vehicle rated to get 13 miles to the gallon in the city was driven 272 miles in a year and was credited for 61.4 gallons of gas — about 4.4 miles to the gallon. Another car that was supposed to get a maximum of 28 miles to the gallon appeared to be getting 150 miles to the gallon. Sam Schofield, an internal auditor for the department, said each of the cases included in Sonntag’s report was investigated. “There was no evidence of fraudulent use. We found they were all explainable,” Schofield said. For instance, the vehicle managing just 4.4 miles to the gallon was purchased late in the year and had its tank filled for the first time, according to the department. Motor Pool records show it really was driven 1,219 miles on 94 gallons — for the expected 13 miles a gallon. Schofield explained that the auditors compared the federal gasoline mileage rating for cars against their use charts, but federal mileage estimates can be wrong, and the department uses a different system to prevent misuse of the credit cards. The Motor Pool manages a fleet of more than 1,300 vehicles, most designated to agencies and another 135 rented for general assignments. Each vehicle is assigned a credit card that can be used at major gasoline stations or state-owned stations, and reports the type of gasoline purchased, the number of gallons, the price per gallon and the total purchase amount. Each card has a maximum limit set for the individual vehicle, from $250 to $1,300. The limit prevents a “worst- case scenario,” Schofield said, and each expense report is reviewed before it is approved. Although each of the audit’s examples could be explained, he added, the maximum value of the gasoline purchases questioned in the report would represent $10,000 out of the $1.7 million gasoline-purchasing program. “We’re not saying that the auditor doesn’t have a point. It’s something we should be aware of,” Schoefield said. “But as management, we have a responsibility to not spend more than it’s worth to check something.” He noted that purchases of premium gasoline, instead of regular, found by the audit would add up to $1,000 in inappropriate charges. He said the purchases could have been mistakes, but it would cost more in staff time than $1,000 to try to eliminate the problem entirely. State Auditor Brian Sonntag, however, stood by his offices’ miles-per-gallon method for ensuring state workers don’t fill up their personal cars on the taxpayers’ dime. “I think it’s a legitimate question for our folks to ask,” said State Auditor Brian Sonntag. “Obviously, there were some discrepancies between the fuel amount used and what could be accounted for.” | |

Recently; Pacific Pride stations (139 in the state of Washington) began accepting the Voyager Card. On the 23rd the fleet manager called the USBank office in Houston to check the status of his application. The National Accounts Manager was not in the office, and the person he spoke with was unsure of the application status. Contractually, the response to a new implementation is five (5) days. I have called Voyager (10/25/2005) twice and not contacted anyone from Voyager. From page four of the Current Contract Information: "On a routine basis, Contractor shall set up account(s) and issue fleet cards within five (5) days after receipt of completed application form by the Contract User." Contractor performance evaluations will be sent out February 2006. | |
