Finalization of the Washington Participating Addendum is expected to happen before 2/21/14. The DES website containing US Bank information will move forward with an update. 06-03-2013 : | Malicious Credit Card Activity Alert A public agency in Washington recently discovered that someone outside of government had “hacked” into a state purchasing card account, using the card number to make several purchases. The agency discovered the fraud by reviewing its billing statement. Enterprise Services and U.S. Bank, the card issuer, strongly encourage all cardholders and program managers to carefully review their May 2013 statements and report any suspicious activity to Susan Stow at U.S. Bank at (503) 620-3716, with a follow-up email to Kathie Collins, DES contracts specialist, at Kathie.collins@des.wa.gov. Cardholders have 60 days (from cycle date) to report fraudulent charges to the U.S. Bank Fraud Investigation Unit at (800) 523-9078 or Fraud_help@usbank.com, or by calling Susan Stow. 05-14-2013 : | AWARD ANNOUNCEMENT-New Charge Card Services and Fleet Card Contract #00612 awarded to US Bank: Washington State recently completed a rebid of the WSCA-NASPO Charge Card Services Contract that will include Purchasing Card, Corporate (Travel), One-Card, Declining Balance Managed Spend Cards and now Fleet Card. The successful bidder for both categories was US Bank. Following contract execution and a phased implementation, this single new contract #00612 will replace Washington’s current PCard Contract #03907, as well as its Fleet Card Contract #06507. 01-23-2013 : | CONTRACT STATUS | Surcharge/checkout fee: As a result of a legal settlement to resolve claims brought by a group of U.S. merchants in the U.S. and U.S. territories may add a surcharge to certain credit card transactions, starting January 27, 2013. U.S. merchants that surcharge are rquired, among other things, to: *Limit surcharging to credit cards only (no surcharging debit and prepaid cards) and limit the amount of the surcharge to the applicable merchant discount rate for the credit card transactions surcharged. *Disclose the actual dollar amount of the surcharge on every receipt and disclose the fact that the merchant assesses a surcharge at the point of store entry and at the point of sale. 01-05-2012 : | CONTRACT EXTENSION | A twenty-four (24) month extension will be offered has been sent to US Bank with a response date of February 15, 2012. Washington is leading the rebid of the WSCA Pcard contract. A Washington steering committee has been established and will meet monthly to provide feeback and input regarding the soliciation. There are seven (7) states on the WSCA Sourcing Team. The first teleconference is January 5, 2012. The project timeline has been approved and it is anticipated that a new contract will be in place by October 31, 2012. |
11-28-2011 : | CONTRACT CHANGE | Based on customer need, a product will be added to the contract. An amendment was signed to include Managed Spend Cards to the contract. The intended use of the card varies based on the needs of each organization. Managed Spend cards allow for either one-time use cards, or a declining balance type of card. a declining balance card has a set limit, and can be used until the balance reaches zero. Managed Spend cards have a maximum term of 36 months. The amendment will also include an updated Schedule A which lists all the eligible participating state agencies. |

09-06-2011 : | CONTRACT STATUS | The GA/US Bank Annual User Forum is scheduled for September 29, 2011 from 8-5 at Labor & Industries. Registration will be open soon from the Pcard webpage at www.ga.wa.gov/pca/visaprogram.htm. The next Pcard Best Practices Work Group is scheduled for September 27, 2011 at 1500 Jefferson from 1:00 am -12:00 pm. The State is working with US Bank to add a "Managed Spend" card to the contract. This product will allow agencies set an exact limit on the card, and the value will decrease as it is used. It can be used for grants, capital projects, etc. |
08-01-2011 : | CONTRACT STATUS | The Pcard Best Practices Work Group met July 19th. Statewdie measurements were discussed, and it was suggested that the state attempt to negotiate with utility companies, Seattle City Light and Puget Sound Energy for a more effecient method of payment. Seattle City Light currently accept credit cards as a method of payment, but PSE does not. I have set up a meeting with Seattle City Light to find out how they were able to accept the card, roadblocks, etc. After this meeting, I will set up a meeting with PSE. WSDOT will attend this meeting with me. |

Each organization performs business individually, therefore it is the responsibility of each organization to train their internal staff based on their individual business requirements.The intent of the Forums are to offer an opportunity to participate in an open forum and network with other Program Administrators, ask Access Online questions and US Bank Account Coordinators. | |
10-07-2009 : | 356 letters were sent to all JP Morgan Chase open accounts letting them know that their cards will not work November 1, 2009. Approximately 1/3 of the responses have led to new accounts being set up with US Bank. US Bank has coordinated, and temporarily streamlined their process to accomodate this additional workload. By the end of the year, all accounts that intend to transition to US Bank should be transitioned. | |
09-09-2009 : | The first annual GA/US Bank User Forum was held September 8, 2009 in Olympia. All State of Washington Purchasing Card participants were invited. the Forum offered organizations to opportunity to ask questions about the US Bank software, Access Online, and there was an Expert Panel Discussion that included questions from the floor about their programs, what works, what doesn't, how to handle specifics situations, etc. Represented on the panel was The State Auditor's Office, Department of Health, Washington State Department of Transportation, and City of Tacoma. Feedback from the Forum indicated that the information was useful and would be recommended to others. Follow-up visits have been requested from either GA or US Bank. It was a great opportunity for everyone. | |

04-09-2009 : | Liquor Control Board is having difficulty with the transition to USBank. I have asked for issues, and potential resolution suggestions from them. I needed to understand what their expectations are for USBank. I received the information and have responded as needed with the information that I could respond to. A meeting is scheduled for April 14, 2009 to address these issues. I have proactively contact Kathy Lindsley here at GA to inquire whether she would be willing to help them. As both GA and CLB Pcard Programs are managed in the Finance Office, they will be able to speak the same language, and Kathy would be more than willing to asisst them. This will be one of the agenda items for the meeting on the 14th. | |

08-13-2007 : | The August 1st US Bank stakeholder transition meeting and training was well attended and very informative. It was noted for future training sessions that live and telephone sessions will be held separately for better communication and response capabilities. Also, due to varying levels of knowledge and expertise among the stakeholders, future sessions will be segregated by experience level. JPMC has agreed to contract extensions in 6 month increments, with further 6 month extensions available as GA deems Washington needs (through October 2009). They are preparing the extension amendment which GA should receive this week for review and comment. Execution is anticipated in the next few weeks. Simultaneously, US Bank's contract team is currently adding the banking/financial language to the WSCA participating addendum form (contract) for Washington to sign. GA should receive it this week for review and approval. Any terms and conditions that Washington desires or our law requires to be added will be done this week as well, with our AG's approval (also occuring this week). Both parties' legal teams will review and approve the proposed additions to the contract from each side and any necessary negotiations will take place, followed by execution of the contract. It is anticipated to take place in the next few weeks as well. When signed, the contract will be made available on a new US Bank PCard website that is being developed as well, which will also house the forms needed for political subdivisions to participate, training information and other links and documents that will help our customers begin the implementation process. An implementation schedule will be included and will primarily follow the timing of US Bank's receipt of necessary documents from customers, implementing those customers who submit their documents as they come in. The middleware solution from Idaho is being reviewed and hopefully approved by OFM as soon as they receive the written code from Idaho's technical team. Customers should continue to clean up their cardholder info, hierarchies, etc. and be as prepared as possible to begin their transition when the time comes.
