CONTRACT REBID STATUS |
The current Master Agreement (led by NV) has been extended through December 31, 2020 to allow states time to establish new Participating Addendums (PA).
Current DES Participating Addendums (Master Contract 06012) Status:
• T-Mobile - Participating Addendum expired December 31, 2019. Services and equipment can be obtained through new Participating Addendum (Master Contract 04718).
• AT& T, Verizon & Sprint - Current Participating Addendums have been extended through June 30, 2020.
New DES Participating Addendums (Master Contract 04718) Status:
Utah has established new Master Agreements with all awarded providers.
• DiscountCell – Effective July 1, 2019 Customers can purchase accessories through DiscountCell from new Participating Addendum, DES Master Contract 04718.
• T-Mobile – Effective January 1, 2020 Customers can order service plans and equipment from T-Mobile through new Participating Addendum, DES Master Contract 04718.
• AT&T- DES is reviewing AT&T’s Master Agreement and is starting the Participating Addendum Negotiations. DES anticipates on establishing a new Participating Addendum with AT&T prior to June 30, 2020.
• Verizon –Is working with Utah on a Master Agreement Amendment that will add language to assist with the transition of current customers under the new Master Agreement and resulting State Participating Addendums. This amendment has caused a delay in Washington establishing a new PA with Verizon. However, DES still anticipates having a new Participating Addendum in place prior to June 30, 2020.
• Sprint- Reported that the merger with T-Mobile has not been finalized. DES is reviewing their mew Master Agreement to start of Participating Addendum negotiations.

NASPO ValuePoint Mobile Phone, Wireless Communications contract 06012
State of Utah is in the process of negotiating new NASPO ValuePoint Master Agreements for Wireless Data, Voice and Accessories. This new award and the resulting Washington participating addendums will replace the current NASPO ValuePoint Mobile Phone, Wireless Communications contract 06012, which is set to expire June 30, 2019. Utah is anticipating having new Master Agreements in place by the end of June. However, if DES does not have enough time to execute new participating addendums on behalf of Washington State before June 30th, the current contract 06012 will be extended through December 2019 in order to allow purchasers time to transition to the new contract. DES anticipates on having participating addendums in place under the new contract prior to December 2019. Master Contract 06012 for Mobile Phones is a multistate cooperative contract through NASPO ValuePoint. The current term of this contract ends June 2019 and is currently under a rebid process led by the state of Utah. DES represents Washington State on the sourcing and evaluation teams. The evaluations have been completed and award recommendations are being drafted for board approval. It’s anticipated that Master Agreements and Washington Participating Addendums will be in place prior to the current contact term ending. |

**Important Contract User Information**
A security vulnerability has been identified with AT&T Enhanced Push-To Talk and Verizon’s Push to Talk Plus that uses the Kodiak Push to Talk Web Dispatch application. The tool requires installation of a browser plug-in with the same name. All current versions require read/write permissions for all open tabs, not just the URL hosting the dispatch tool. Use of this tool, could impact CJIS compliance.

The NASPO ValuePoint Contract 06012 for Mobile Phones and Wireless Communications is in the process of being rebid by the lead sate of Utah. The RFP has been posted with a closing date of September 25, 2018 at which the evaluations will then begin. Its anticipated that a new master contract will be in place first part of 2019 at which DES will then begin negotiations and drafting Participating Addendums with awarded vendors. CONTRACT EXTENSION STATUS |
WSCA-NASPO contract 06012 for Mobile Phones and Wireless Communications is due to expire October 28, 2016. The State of Nevada has extended the Co-operative Master Contract through June 30th, 2019 to coincide with the E-Rate Program which was completed in December 2015. After receiving positive feedback from Washington Customers regarding the performance of the contract and venders an extension offer was made to the following vendors for the State of Washington.

• T-Mobile USA, Inc.
• Sprint
• Verizon
• AT&T
All vendors have responded in favor of extending the term through June 30, 2019. Contract Amendments are currently in process of final signatures and execution with a target of completion by February 26, 2016.
