2011052005-20-2011 : CONTRACT TERMINATION Contract 00311 Fuel -Bulk /Keep Full/Will Call Services Contract 007705 is replaced by contract 00311 with May 21st, 2011 being the start date. The one exception to 07705 is the continued award for Central Puget Sound – Bulk Delivery. The award for Central Puget Sound- Bulk Delivery has not been awarded due to the current protest under review. Associated Petroleum remains the awarded contractor for Central Puget Sound –Bulk Delivery until the completion of the protest process. 2011040104-01-2011 : CONTRACT STATUS OSP is rebidding the 07705 Fuel contract under the number 00311. On 3/25/11 OSP issued an Intent to Award to the apparent successful bidders. OSP intends to complete the awards by 4/12/11. OSP assumes that some of the 00311 contractors may need a short implementation period. Therefore, contract 07705 will continue as an OSP contract until the 00311 contractors assume responsibilities. OSP will provide periodic updates as it learns more.

2010120712-07-2010 : REBID DRAFT SOLICITATION: for fuel contract was tentatively released today (12/7/2010) in WEBS; with a response due back from the supplier community by Thursday; December 16, 2010 close of business.
2010110811-08-2010 : CONTRACT INQUIRY: King County DOT submitted an inquiry concerning APP's fuel refill process which is resulting in additional delivery charges. A complaint was intially submitted by the customer back in July and now again in October. The customer is still seeking resolution on this unresolved matter. APP will respond once they are back in the office on November 12.
2010100610-06-2010 : CONTRACT AMENDMENT: Amendment submitted to Yakima Cooperative per the request of WSDOT to make changes in the monthly deliveries and invoicing.
2010071407-14-2010 : Further discussions required with Greg Hansen to discuss the Yakima Cooperative letter dated 7/6/10. Scheduled meeting was will be rescheduled with WSDOT.
2010070807-08-2010 : Held telecom with Alan Perkins of DOT and Kevin Skolrud of Yakima Cooperative to discuss how fuel deliveries after the 25 of each month create invoicing challenges for DOT's accounting office. Both contractor and DOT customer are commited to finding a resolution that's reasonable and supports the overall contract mission; fuel delivery in a timely manner.
2010070807-08-2010 : Received letter from Yakima Cooperative dated July 6, 2010; outlining concerns and challenges of operating and deliverying biodiesel during the winter months.
2010061506-15-2010 : GA Website to be revised to reflect 7.8 RVP for Portland on 6/11/10 and true contract average rates as well.
2010061506-15-2010 : Spoke with Theresa Vaughn of WSDOT on the OPIS RVP rate for Portland. Per Dan Wallings of Wilcox and Flagel there was a variance in the RVP sent to the state vs. the contractor. Theresa needed to reconcile in order to submit appropriate payment for WSDOT fuel invoices.
2010061006-10-2010 : Met with fuel contractor Yakima Cooperative in May and discussed their recent infrastructure change to support B10 biodiesel on behalf of the South Central Region. Yakima Cooperative was willing to make this change to support the state legislation's mandate which requires state agencies to purchase B10 biodiesel under the state fuel contract, 07705. The contract rebid for fuel further puts emphasis on the B10 biodiesel requirement for the state.
2010050605-06-2010 : Met with Michael Maverick and OSP staff to review timeline for rebid. Knox and Maverick to embark on contractor site visits, starting with local contractors.
2010041304-13-2010 : CONTRACTOR SITE VISIT: Made visit to Applied Petroleum Products (APP) located at the Port of Tacoma 4/12/10. Met with Kelli and Frank for introduction as the new contracts administrator and to discuss the current contract and the rebid fuel contract opportunity.
2010040104-01-2010 : CONTRACT EXTENSION: The contract for Fuel–Bulk Deliveries & Keep Full Service has been successfully completed. Extension will become effective; April 13, 2010 and run through April 14, 2011. All vendor contract amendments have been approved and fully executed via required signatures. The vendor community has also been notified of extension process completion with an executed copy sent to contract vendors.
2010030903-09-2010 : CONTRACT EXTENSION PROCESS: Contract extension letters have been returned by contractors and they all agree to extend for another term. Contract CCI and amendments being prepared for countersignature of documents.

2010012601-26-2010 : CONTRACT EXTENSION PROCESS: Contract has been pulled for review and this review determined that there is one remaining possible contract extension which would expire 4/12/2011. Contract extension letters are being prepared for mailing to contractors for final term extension. Letter due return to OSP 2/12/2010.
2009112011-20-2009 : Email dated Fri 11/13/2009 2:21 PM from Department of Agriculture indicates the work they have done related to fuel quality and work conducted by other states the biggest influence on fuel quality as related to biofuels is not on the feedstock, but on how the oil is processed into biofuel. In most cases this has a much greater influence on the quality of the end product then the feedstock. From the sampling work they have done, studies conducted on Brassic seed crops, and oils produced from Brassic seed crops, AGR would encourage our agency to consider adoption of a policy to recognize biofuel oils produced from Brassica seed crops under the Brassica genus as a single source feedstock. However it is important to note that with any biofuel produced, from any type of feedstock (soy, yellow grease, brassica, etc) that it must meet the current ASTM quality standards for biofuels if the biofuel is to be blended with diesel to formulate a biodiesel blend that will be used for motor fuels. It is the goal of our Weights and Measures Program to promote the sales and use of quality fuel in our state. We hope to continue the positive relationships we have developed with industry, consumers and governmental agencies by conducting routine sampling of all types of motor fuels including biofuels throughout the production and distribution system within our state.
2009111211-12-2009 : Changes: a. Effective October 27, 2009 FEMA Grant Contracting Terms and Conditions have been added to this contract, reverence pages 35 -39 to see these new terms and conditions. The following Contractors have agreed to this change – Associated Petroleum Products, Wilcox & Flegel, Byrnes Oil Company, Yakima Cooperative and Coleman Oil. (The implementing contract amendment was not returned by Busch Distributors so they are not included in this revision at this time.) b. APP to switch all customers to E10 blended gasoline: Associated Petroleum Products (APP) has notified OSP of their plan to switch all of their customers (including contract customers) from conventional gasoline to ethanol blended gasoline on or after December 1, 2009. They will be notifying all customers of this change so gasoline tanks can be checked for the presence of water and removed as necessary prior to the delivery of alcohol blended gasoline. c. Change in Contract Administrators: Kenneth A. Woodfork CPPO, Unit Manager has assumed contract administration responsibilities for this contract. All contract questions should now be directed to him.

2008112411-24-2008 : Contract has been updated as follows: 1. Effective November 24, 2008, on the Bulk-Land portion of the contract, the service fee specified for diesel fuel delivery to McNeil Island Correction Center powerplant has been increased from $40.00/delivery to $125.00/delivery. 2. Effective December 1, 2008, as a voluntary cost reduction Byrnes Oil Company (formerly Mountain Oil) has agreed to reduce its Keep-Full OPIS Price Multiplier for gasoline and diesel fuel from 1.02 to 1.005. Contract Current Contract Information document has been updated and posted to OSP's website.
2008032803-28-2008 : This contract has been extended for 2 additional years (April 13, 2008 - April 4, 2010) under the existing contract terms, conditions, product specifications and pricing.
2006041404-14-2006 : Award notice was sent out on 04/13/06. Associated Petroleum was identified as the successful bidder for Peninsula, North Puget Sound, Central Puget Sound Keep Full regions, North Puget Sound Central Puget Sound Bulk Land Regions and the Bulk Marine Region. Wilcox & Flegel was identified as the successful bidder for the Southwest Keep Full region, Peninsula, Southwest, and South Central Bulk Land region. Yakima Cooperative was identified as the successful bidder for the South Central Keep Full region. Mountain Oil was identified as the successful bidder for the North Eastern and South Eastern Keep Full region. Colman Oil was identified as the successful bidder for the North Eastern Bulk Land region. Busch Distributors was identified as the successful bidder for the Bulk Land South Eastern region. There were no bidders for North Central Keep Full or the Bulk Land region.
2006032203-22-2006 : Sent follow up email to 07705 contract administer Liz Crandall requesting extension of bid prices as pricing is set to expire today. I also left a voice mail for Liz and then spoke with Mike at Rainier Petroleum who indicated he will contact Liz. Mike indicated that Liz was in the office today and that he will remind her to respond to my inquiry.
2006020902-09-2006 : Bids have been submitted and I'm currently in the evaluation phase. The Fuel Hedging report that was due to the House Transportation Committee, on-going MRO contract activity and BioDiesel bill analysis has prevented me from dedicating as much time as I need to complete the evaluation process. Progress is being made and I hope that an award announcement will be made in the next few weeks.
2006011001-10-2006 : The SmartBuying Fuel bid opened on December 22, 2005 and bids are currently being evaluated. I expect that an award announcement will be made in the weeks ahead.
2005121412-14-2005 : A lengthy letter was received on November 18th raising concerns about various pieces of the IFB. The IFB bid opening date was extended to December 22, to give bidders the additional time that they requested to provide a quality response and to give OSP sufficient enough time to thoroughly investigate and respond to the concerns raised. Amendment 5 addressed the concerns and there is no change to the bid opening date of December 22, 2005
2005111511-15-2005 : The pre-conference was held and an amendment that addressed the information shared in the pre-bid conference was posted on November 1, 2005. No other issues have been communicated and the bid is scheduled to open on November 22, 2005. I expect an award will be made within a few weeks of the bid opening.
2005101810-18-2005 : The fuel bid was released on the late afternoon of Thursday October 13. Because of the magnitude of the bid and because the schedule pre-bid date and time conflicts with DOE's next mobile transfer regulations meeting, the pre-bid conference an amendment was issued that reschedules the pre-bid conference for Tuesday October 25 at 1PM at the GA auditorium. I've also extended the bid opening date to November 22, at 2PM.
2005101010-10-2005 : I've completed the draft IFB for the new fuel contract. Because of the large dollar value of this contract, our policy requires a review by the AG prior to release. I except that the bid will be release this week.
2005092009-20-2005 : The first draft of the Smartbuying Fuel has been completed and reviewed by management. I'll be meeting with the fuel team to capture their recommendations and I anticipate that the bid will be ready for release in the next couple of weeks.
2005081808-18-2005 : I've been working with our risk management representative Nancy Heyen (360) 902-7301 in developing appropriate fuel delivery insurance coverage language that satisfies DOE's concerns but does not overly restrict competition. Together we modified the insurance language that was used in the Hazardous waste bid and approved by risk management. The email I relieved from Nancy (dated August 18,2005) approved the proposed Insurance language and coverage limits that will be used in this bid.
