2017021302-13-2017 : CONTRACT REBID STATUS Contract Administrator is working on the Master Contract Determination worksheet. This is the worksheet that is used to decide if a contract is worthy of rebid. If it is determined that a Master Contract is warranted, he rebid process will begin mid-May, 2017.
2016110211-02-2016 : CONTRACT EXTENSION STATUS Contract has been extended with all three (3) Contractors through November 30, 2018.
2016101010-10-2016 : CONTRACT EXTENSION STATUS A twenty-four (24) month extension offer has been sent to all Contractors with a response date of October 31, 2016. There are no extension options remaining. In the Spring of 2017, a stakeholder team will be assembled to begin the rebid process.
2016020102-01-2016 : CONTRACT EXTENSION STATUS Contract is working well. It is scheduled to expire November 30, 2016. It is anticipated that a two (2) year extension will be offered in June 2016 which will make the new term effective through November November 30, 2018. Rebid activities will commence as soon as contract extensions are executed.

2014112611-26-2014 : CONTRACT EXTENSION STATUS All three contract vendors have agreed to extended their contract for an additional two years (December 1, 2014 through November 30, 2016) under existing contract terms, conditions, specifications and pricing.
2014102810-28-2014 : Confirmed with WSDOT (Ken Cohrs), the largest user of this contract that there have been no vendor performance problems with any of the three vendors listed on this contract - Trimble Navigation Limited, Kuker-Ranken, Inc., or The PPI Group. Additionally, the contract administrator is unaware of any vendor performance problems of any other contract customer. Thus, today a contract amendment offering to extend this contract for an additional two years was sent as an e-mail attachment to each of these three vendors. Requested return date was November 12, 2014. Contracts are currently scheduled to expire on November 30, 2014. This extension will be for years 3 and 4 out of a possible maximum 6-year contract term.

2013102210-22-2013 : Trimble Navigation Ltd (one of three vendors on this contract) notified our office October 9, 2013 that the company contract administrator would be changing from Yesenia Adams to Colleen Bean and her contact information was provided. Further the company's ordering address and payment address were changed. This change information was shown on the contractor information and pricing document which was posted to WEBS.
2013052105-21-2013 : CONTRACT CHANGE Our contracts #07812 with The PPI Group, Kuker-Ranken, Inc. and Trimble Navigation Limited have been amended to add a 0.74% Management Fee for contract sales beginning July 1, 2013. Contractors will continue to report contract sales on a quarterly basis and to remit .074% of sales to DES also on a quarterly basis. Reference amendments for specifics.

2012120412-04-2012 : CONTRACT ESTABLISHMENT: The Procurement Coordinator (Paulson) entered into discussions with each of the three bidders (Trimble Navigation Limited for Trimble brand equipment, The PPI Group for Topcon brand equipment, and Kuker-Ranken, Inc. for Leica Geosystems brand of equipment), to clarify and where possible to improve the vendor’s offer. All three vendors returned a signed contract for the state’s acceptance. There contracts reflect the vendor’s acceptance of the state’s IFB terms and conditions and no exceptions were taken. All three contracts became effective December 1, 2012 and will be effective for two years (through November 30, 2014) and may be extended through mutual agreement for up to a total of six years.
2012120412-04-2012 : BID EVALUATION AND CONTRACT AWARD: Each of the three bids received was determined to be the lowest Responsive and Responsive Bidder for each of their three brands of survey equipment in accordance with Part I Solicitation Document, Section 8.0 BID EVALUATION AND CONTRACT AWARD. (Reference the Bid Tabulation Worksheet for evaluation details. Generally, it was determined discounts off manufacturer's list price was about what was listed on the previous contract 14600, which remained in effect for 6 years without price adjustment.) The average level of savings identified by the bidders was about 8% or $240,000 annually due to the establishment of this master state-wide contract.
2012120412-04-2012 : BID RESPONSES: Three (3) bids for IFB 07812 were opened at OSP at 2:00 PM on September 13, 2012 by the bid clerk. Bids were received from: - Trimble Navigation Limited, 10355 Westmoor Drive, Suite 100, Westminster, CO 80021. The Authorized Representative was Yesenia Adams and the brand of survey and mapping equipment offered was – Trimble Navigation. - The PPI Group, 18040 72nd Ave. S., Kent, WA 98032. The Authorized Representative was Ken Shersty, Vice President and the brand of survey and mapping equipment offered was Topcon. - Kuker-Ranken, Inc., 6510 216th SW, Suite E, Mountlake Terrace, WA 98043. The Authorized Representative was Robert H. Lycke Jr., President and the brand of survey and mapping equipment offered was Leica Geosystems.
2012120412-04-2012 : IFB AMENDMENT: Amendment 1 for IFB 07812 was posted on DES’s WEBS website on August 31, 2012 at 2:57 PM and WEBS system notified all bidders who had downloaded a copy of the IFB so they could download a copy of the amendment.
2012120412-04-2012 : PREBID CONFERENCE: An optional attendance prebid conference was held on September 16, 2012 at 10:00 AM at DES room 2332 to review the bid document and address vendor questions and other issues brought up during the meeting. Representatives from six companies (Electronic Data Solutions, Kuker Rankin, Carlson Software, The PPI Group, Topcon, and Sokkia) were in attendance as were 2 people from WSDOT and myself (Robert Paulson) the DES Procurement Coordinator for this IFB.
2012120412-04-2012 : BID POSTING: IFB 07812 was posted on DES’s WEBS website on August 2, 2012 and the WEBS system notified all 72 bidders registered for this commodity. Four vendors were MBE firms, 0 vendors were WBE firms, 6 vendors were small businesses and 1 vendor was a veteran owned firm. On 8/3/12 Paulson sent a supplemental e-mail to the three contract vendors on 06906 to assure they were notified of the release of this new replacement IFB.
2012120412-04-2012 : BID DRAFT REVIEW: In late July 2012 a draft IFB was reviewed internally and feedback was provided by: Scott Geist, Steve Jenkins, and Corinna Cooper. Additionally, Bill Mumma reviewed the draft IFB and provided his feedback as well.
2012120412-04-2012 : RESEARCH AND BID DEVELOPMENT: On June 22, 2012, Paulson met with Bill Mumma (WSDOT’s State Survey Manager, E-mail: MummaB@wsdot.wa.gov, Phone: (360) 704-6305) and several members of WSDOT’s survey equipment committee regarding WSDOT’s equipment requirements for this type of survey and mapping equipment. Bill Mumma surveyed WSDOT Regions to identify current inventory levels of survey and mapping equipment and concluded that 86% of WSDOT current equipment inventory could have been purchased through the previous contracts 06906 for (GPS based equipment, Total Stations, levels and data collectors (including Allegra and Carlson brand) equipment. Bill Mumma concluded that WSDOT would have a continuing need to purchase the three major brands of survey and mapping equipment (Leica, Topcon and Trimble) which would assure compatibility with WSDOT’s current base of survey equipment and would further allow for standardization within WSDOT Regions. An analysis of prior contract 14600 purchases for the period 9/20/2006 through 3/31/2012 by purchaser groups were: WSDOT - $3,956,191 (26%), Other State Agencies - $1,160,374 (7%), WA Universities, Colleges and Community Colleges - $581,602 (4%), WA Political Subdivisions - $9,214,797 (60%) and Other states etc. $456,118 (3%) for a total purchase volume of $15,369,082. Reported sales by vendor/brand were: Trimble - $8,180,794 (53%), The PPI Group/Topcon - $4,163,082 (27%), and Kuker-Rankin/Leica - $3,025,206 (20%).
