2012122712-27-2012 : CONTRACT STATUS Contract 07906 will be allowed to expire on 12/31/12. Plans for a rebid have been discussed but there is no timeline as to when the rebid will occur. The CS anticipates that it will occur sometime in the 2nd Quarter of 2013.
2012121212-12-2012 : CONTRACT CHANGE The Regenerative Sweeper has been added to the Owen Equipment portion of the contract. Revised pricing has been posted to the portal page, all other terms and conditions remain unchanged.
2012022902-29-2012 : Per the terms of the Contract, Owen Equipment received a price increase on 12/12/2011 under CCI NO. 14. Pape Machinery also received a price increase on 2/1/2011 under CCI 14a. Pricing shall remain firm and fixed for 180 days from the vendors price increase effective date. All other terms and conditions remain unchanged.
2011110811-08-2011 : CONTRACT EXTENSION Contract 07906 has been extended with Owen Equipment and Pape Machinery. Sahlberg Equipment no longer sells Alliance products and therefore has been removed from the Contract. This extension is the final term of the Contract through 12/31/2012. Both vendors have requested a price increase and they are in process. All other terms, conditions and pricing remain unchanged.
2011091509-15-2011 : CONTRACT EXTENSION Contract Extension Letters/Amendments were sent to all Vendors on Contract. This will be the final extension with 12 months remaining in the Contract. Feedback is requested to no later than 10/15/2011. There will be no break in Contract coverage.
2011080408-04-2011 : CONTRACT STATUS WSDOT provided positive feedback on the Contract and requested a Contract extension for the final term of the Contract. The Contracts Specialist will wait for anymore feedback from Political Subdivisions or other Agencies, and if feedback is positive, an Extension Letter/Amendment will be sent to the current vendors. There will be no break in Contract coverage.
2011071207-12-2011 : CONTRACT STATUS The current term of Contract expires on 12/31/2011. There is only one 1-year extension available. Notification was sent to WSDOT and a bi-weekly broadcast will be issued. A response is requested no later than 7/30/2011. The Contracts Specialist anticipates no break in Contact coverage.
2011060106-01-2011 : CONTRACT CHANGE WSDOT requested a Waterless Eagle Body to Contract under Owen Equipment's portion of the Contract. The options were added via Contract Amendment 12 and are effective on 6/1/2011. An updated CCI will be posted to the website.
2011020902-09-2011 : PRICE ADJUSTMENT A price increase has been approved for Owen Equipment and Pape Machinery. Owen received an average increase of 3.5% and Pape received an average increase of 5%. All other pricing and terms and conditions remain unchanged. An updated CCI will be posted to the internet on 2/9/2011.
2009120112-01-2009 : All vendors have agreed to a 24-month extension. The extension will be from 1/01/2010 to 12/31/2011. Owen Equipment will be submitting a price increase in the future. All terms, conditions and pricing remain unchanged. Amendment No. 9 was issued to formally complete the Contract extension.
2009110511-05-2009 : Agency returned CPE with favorable comments recommending term extension. Contract extension letter mailed to all Contractors for review and response. Letters to be returned 11/20/09.

2009042004-20-2009 : Titan Sales Group has requested to be removed from Contract 07906-Sweepers. They are no longer authorized dealers for Schwarze Products in Washington or Oregon. Titan Sales Group has no pending orders, and will be removed from the Contract effective 4/15/09.
2009033003-30-2009 : Owen Equipment has received a price adjustment in accordance with the terms and conditions of the Contract. This price adjustment is effective March 25, 2009. Also, Owen Equipment has added one (1) chassis as on option to their portion of the Contract. In Addition, Sahlberg Equipment has added two (2) chassis as an option to their portion of the Contract. Both adjustments were made via Contract Amendment 6.
2009030403-04-2009 : Sahlberg Equipment contacted the Contracts Specialist letting her know that he will be submitting a price increase shortly. Due to rising chassis costs Sahlberg must submit this increase.
2008112511-25-2008 : With WSDOT's recommendation and final approval from the Office of State Procurement, Titan Sales Group has received a price increase effective 12/1/08. Updated pricing was in accordance with the terms and conditions set forth in the Contract, and formally executed through Contract Amendment 3.
2008072407-24-2008 : Contractor, Sahlberg, submitted price adjustment request for OSP to review. Manufacture has submitted to contractor revised prices because of continuous mark-up on steel and fuel prices. Request is under review. PO for this contractor are on hold pending review of request.

2008041004-10-2008 : Received letter from contract suppliers requesting price adjustment for Contract 07906 Sweepers-Various Sizes. EPA Tier III emissions are now included on chassis being manufactured. Pape email dated 4/1/2008 Contract pulled for review and it was determined that contractors request for price adjustment meets with the terms and conditions of contract for price adjustments as established in original bid document. Price Adjustments are allowed after firm fixed period of 180 days. This is the first price adjustment for this contractor’s equipment since contract was awarded January 2007. Supporting documentation has been provided showing how manufacture’s prices are escalating and being passed on to contractor. Cost analysis shows contractor on average are requesting increase for major item and options as follows: Pape Machinery Item 1………………………………….4% Options…………………………………………………..3.8% Averaged increase Item 1 and 2…………………………3.9% PPI cost for related equipment shows prices for this commodity are up since bid opening in November 2006 by 5.0 % and this index is lagging. After further review of PPI and contractors request for price adjustment it appears the contractor is passing on to the state a 1% savings which could yield a possible $430 per sweeper saving over the remaining term of this contract. Dollars for this contract action are usually over this buyers singing authority. However Unit Manager will be out of the office for a few days and has delegated this buyer as acting unit manager. Therefore this buyer has temporary increased signing authority for this contract action. Therefore, based on the above review and supporting documentation the business decision for this request is to approve this price adjustment for contract 07906. Allowing this contract adjustment will avert the customer from rebidding his requirement while the market place for this commodity is escalating and would thereby cause this customer to confront high pricing for the same items at time of bid.

Price Adjustments are allowed after firm fixed period of 180 days. Additional reason for adjustment is because equipment chassis for these sweepers have been replaced by another model. Supporting documentation has been provided showing how manufacture’s prices are escalating and being passed on to contractor. Titan Manufactures Owen Manufactures Cost analysis shows contractor on average are requesting increase for major item and options as follows: Titan Manufactures………………………….4.8 Owen Manufactures…………………………4.6 PPI cost for related equipment shows prices for this commodity are up since bid opening in November 2006 by 5.5 % and this index is lagging. Chassis revisions include upgrade to Tier III level for EPA mandated government emission controls. Additionally both contractors have included an additional price adjustment, Titan 4%/Owen 3%, for sweeper equipment. Price adjustment for Titan will be dated as of January 1, 2007 since it arrived at OSP in November 2007; however during the processing of their request Owen submitted its request and its date effective will be March 28, 2008. Therefore, based on the above review and supporting documentation the business decision for this request is to approve this price adjustment for contract 07906. Allowing this contract adjustment will avert the customer from rebidding his requirement while the market place for this commodity is escalating and would thereby cause this customer to confront high pricing for the same items at time of bid.
2008031703-17-2008 : Chassis for sweepers are under review to determine if they meet with specification requirements. Results of that review will be posted by March 28, 2008.
2008012301-23-2008 : Receive email from Owen Equipment notifying the Office of State Procurement that the manufacture for Elgin Equipment has had a change to its Self Propelled Mechanical Sweeper that appears on State Contract 07906 which will result in a price adjustment. To All users of this Contact: Orders are not currently be taken by OE until OSP has had an opportunity to review their documents. After review of documents a contract amendment will be process posting the decision. Review is anticipated to be completed within 30 days. All other Sweepers offered on Contract 07906 are not affected at this time.

EPA Contract pulled for review and it was determined that contractors request for price adjustment meets with the terms and conditions of contract for price adjustments as established in original bid document. Price Adjustments are allowed after firm fixed period of 180 days. This would be Owen Equipment's 1st price adjustment for this contract. Supporting documentation provided showing how manufacture's prices are escalating and being passed on to contractor. Cost analysis shows contractor on average is requesting a 2.6 increase for major item and options. PPI cost for related equipment shows prices for this commodity are up since bid opening in November 2006 through May 2007 by 2.4% and this index is lagging. Price adjustment requested by Owen Equipment amounts to less than 1% of contract term worth which has an estimated value of $2,140,000.00 2/years. Therefore, based on the above review and supporting documentation the business decision for this request is to approve this price adjustment for contract 07906. Allowing this contract adjustment will avert the customer from rebidding his requirement while the market place for this commodity is escalating and would thereby cause this customer to confront high pricing for the same items at time of bid.

2006122012-20-2006 : AWARD OF CONTRACT 07906 BACKGROUND: WSDOT submitted request for contract to be created to support its Equipment Replacement Program. Contract to be a multiple award. Contract is mainly for WSDOT however it is open for all state agencies, political subdivisions, WA COOP members, Non-Profit Groups, and Oregon coop members. WSDOT estimated usage for this contract over term is $2,140,000.00 however other agencies and poly-subs use them as well so usage provided is moderate. Contract will be designated Convenience and multi-award. SOLICITATION PROCESS: Bid document prepared requesting prices for 7 sizes of sweepers Contract review conducted. Comments incorporated where appropriate from reviewers. Mandatory Pre-Bid conference arranged to discuss requirements with prospective bidders. Seven (7) potential suppliers attended. See MTF concerning pre-bid conference and comments in PCMS. Amendments No. 1 prepared answering bidder comments and concerns as a result of pre-bid conference. Two (2) models of sweepers deleted and will be rebid at later time after review of bid specifications. SPECIFICATION SUBMISSION: IFB schedule call for bidders to submit bid specifications by October 25, 2006, 5 PM for review. Review of bid specifications determined not all equipment to be bid meets the required bid specifications. Rejection Letters mailed to suppliers notifying them of item rejection. Notice to proceed letters mailed to supplier concerning participation in performance demonstration with times and schedule for their equipment. PERFORMANCE DEMONSTRATION: Performance demonstration was conducted November 8, 2006 Five (5) of seven (7) potential contactors demonstrated equipment. Clyde West and Special Asphalt Products did not participate. Their models will be rebid at a later time with revised specifications. Results of initial testing: One (1) broom sweeper passed. Six (6) pickup sweepers failed Performance test modified for pickup sweepers because pickup sweepers did not pass initial performance testing. Six (6) were tested Results of second performance test for pick up sweepers: Three (3) pickup sweepers passed and Three (3) pickup sweepers failed. Bidders notified to submit bid pricing for machines that past performance demonstration by bid opening day. BID EVALUATION PROCESS: Bids opened November 15, 2006 receiving 4 bids for review. Evaluation Spreadsheets prepared to analyze bids: Analysis of bids are as follows: Sahlberg: $168, 995.00 each-Bid was for one (1) item. Bid was for Allianz Equipment. This was the only dealer for this manufacture. Titan Sales: $173,024.00 each- Bid was for one (1) item. Bid was for Schwarze Equipment. This is the only dealer for this manufacture. Owen Equipment: $176,000.00 each- Bid was for one (1) item. Bid was for Elgin Equipment. This is the only dealer for this manufacture Pape' Machinery: $38,780.00 each- Bid was for one (1) item.. Bid was for Superior Equipment. This was the only dealer for this manufacture. AWARD OF CONTRACT Award of contract is multiple awards made to four (4) suppliers. Award letters mailed to suppliers. Initial term of contract is for 24 months with pricing held firm for 180 days. Price Comparison: States contacted for price comparison included Arizona, California, and Oregon. These states did not have any contracts or single purchases posted to websites for review. Cost comparison with other awarded contracts (10904) for similar items on this contract revealed that on average pricing for this contract for these items are up 1.8 % over a two (2) year period since this award. However when compared with PPI prices commercial turf & grounds care equipment data for commodity during period December 04 to December 06 indicates prices have adjusted up from 105.4 to 112.6 resulting in a rise of cost by 7.2%. Therefore the difference over the awarded contract (10904) period of 1.8% and the turf & grounds care equipment of 7.2 % result in cost avoidance to the state an estimated 5.4% over the next 180 days firm fixed price period. Additional known cost avoidance for cost savings in this commodity is the administrative time spent at all levels of the purchasing process in preparing the purchasing documents for bids or requests to higher purchasing offices for action. Based on the above analysis for this contract bid the business decision arrived in the analysis of this contract is to publish the Current Contract Information awarding contract as outlined above.

2006111411-14-2006 : Demonstration held November 8, 2006. Equipment that passed demonstration will submit pricing and remaining bid documents for bid opening scheduled for November 15, 2006.
2006101810-18-2006 : Mandatory prebid conference held October 12, 2006 for contract 07906-Sweepers Various Sizes. Bidders with questions provided copies as directed in the bid document. At the end of the prebid conference it was determined an amendment would be required to clarify and revise bid document. After clarification and revisions to bid specifications agency provided their comments and document for OSP review and incorporation into amended bid. Bid Item 4 was deleted from bid because of ambiguity within the specifications. This item will be bid after further review and revisions of bid specifications. Some administrative changes were required because of incorrect wording or words added. All other terms and conditions were unchanged, amendment 1 published.
