Customers requested to not to extend First Choice Armor's portion of contract. Therefore, they have been removed from the contract effective 06-01-10. 05-26-10 Colorado has completed the extension process. Issued and forwarded amendments electronically to Central Lake Armor, Point Blank Body Armor, PACA, Protective Products Enterprises (formerly known as Protective Products International), Sentry Armor Systems, Survival Armor and US Armor. Colorado extended PACA, Point Blank Armor and Protective Products International (PPI) contracts for a period of one month until June 30, 2009 to allow time to review proposed price changes. 06-26-09 Received e-mail from Jeff Wylde as follows: To the current WSCA Body Armor Participating States, This notice is to inform you regarding status of renewals for the WSCA Body Armor price agreements. Three vendors: PPI, Point Blank and PACA offered new pricing and product changes, which they forwarded for review. The new pricing and product changes take effect July 1, 2009, if you choose to continue to participate with them. Some product changes include new offered vest models to replace originally offered models (also NIJ 05 compliant), current vests reduced in price as they are being phased out, and some lines eliminated altogether. I will add products as offered that meet 06 NIJ standard, and inform you as these and other updates may occur. Please consider continuation of your participating addendum with each of these vendors based on your states specific needs. Colorado is opting to continue with each of these vendors, and their offered new pricing and products. Participating states may opt out of their respective participating addendums in writing if the Price Agreements are renewed by Colorado, if the participating state(s) find the new pricing/products are not acceptable to them. | |
07-15-2009 : | 05-12-09 Received e-mail from Jeff Wylde, State of Colorado indicating that he signed and mailed the PA for PACA and Point Blank Armor. 5-26-09 Received notice from Jeff Wylde, State of Colorado regarding extension of contract as follows: To the current WSCA Body Armor Participating States, This notice is to inform you regarding the status of renewals for the WSCA Body Armor price agreements. Those not renewed in writing with Colorado by vendors as of May 29 will expire. To date I have received six signed renewal letters from: Point Blank, PACA, PPI, Survival, U.S. Armor, and GH/Sentry. Of these, Point Blank and PACA have indicated their renewal is contingent on new pricing, which they have not yet forwarded for review. I am granting a provisional renewal period pending review of pricing increases, but will not allow new pricing to take effect until a specific date, if accepted. I will then notify participating states of the proposed pricing in order for them to consider continuation of their participating addendum with those vendors. Current pricing is in effect until I receive “new” pricing for review. Colorado reserves the right to opt to continue with offered new pricing. Participating states may opt out of specific participating addendums in writing if the Price Agreements are renewed by Colorado, but the participating state(s) find the new pricing is not acceptable. I have promises for receipt of a signed renewal document from three remaining vendors: Blackhawk, Armor Express, and First Choice. I will post renewals from the remaining vendors once received, but wanted to update you so that you would be aware. 06-29-09 Received update from Jeff Wylde on contract extension: Greetings, I received renewal documents late Friday afternoon from the three remaining vendors (Blackhawk, Central Lake/Armor Ex, & First Choice); I’ve updated those on my website. The provisional renewals at this juncture are PPI, Point Blank and PACA. Each has requested price increases/product changes, and I am reviewing those before granting a full renewal term. Basically, all the awarded vendors have been renewed, including the short-term provisional renewals pending review of price /product change requests. I hope to have resolution on these by mid-June. Mailed two sets of three original signed copies to Jeff Wylde, State of Colorado for their signature. After Colorado signs off and returns a copy of signed originals, both vendors will be added to contract 08608. | |
02-23-2009 : | History/Overview The State of Colorado on behalf of WSCA issued a solicitation for Body Armor. As a courtesy OSP posted said solicitation on January 8, 2008 on its website and notified vendors listed through WEBS. A total of 105 vendors (incl. 1 MWBE and 2 MBEs) were notified and asked to submit responses to Sandy Montanez, State of Colorado by 01/17/2008. (embedded below). Colorado subsequently issued intent to award notifications to 10 manufacturers followed by awards throughout the year to 9 manufactures. On August 5, 2008 I contacted WSP & DOC to inform them that contact 00305 for body armor was due to expire December 1, 2008 and had to be rebid and the possibility of taking advantage of the newly negotiated WSCA contract. At that time Colorado had issued award to seven contractors with different threat levels, ballistic and stab resistant items. I attached a copy of the price sheets which included links for products specifications for their review with a response date of August 28, 2008. DOC responded within two days indicating that their needs would be met if we were going to participate. Phone conversations with Christine Fox, WSP echoed DOC’s comment but stated that WSP is going to perform a wear test with different vests and manufacturers. Unit Manager Cheral Jones reviewed Participating Amendment to ensure Washington’s procurement rules and laws are incorporated. Unfortunately the wait for the Participating Amendments to be signed by the nine awarded WSCA contractors, OSP’s Purchasing Agent and the State of Colorado State made it impossible to have an award in place prior to the expiration of contract 00305, which was December 1, 2008. However, customers were aware of the possibility and therefore scheduled their replacements accordingly. The contract holders of 00305 also agree to honor contract prices in case of an emergency. Six of the awarded Bidders (Contractors), read, understood, signed and accepted the Participating Amendment (embedded below).
