2024122312-23-2024 : CONTRACT EXTENSION STATUS Enterprise Services has signed a contract extension amendment with the following contractors on statewide contract 08721- Fuels: Gasoline, Diesel, and Renewables: 1. Petrocard, Inc. 2. KBT Distributing LLC 3. Christensen, Inc. 4. Coleman Oil Company, LLC Effective January 1, 2025, this amendment will extend the contract term of the above-listed contractors for another 24 months through December 31, 2026, or until a new contract comes into full force and effect; whichever first occurs. Associated Petroleum Products, Inc.(APP): APP is currently suspended. Enterprise Services is working with APP on this issue and will communicate more updates on the APP's status when they become available. Wilson Oil, Inc.: Enterprise Services has decided not to extend Wilson Oil’s contract beyond December 31, 2024. This decision affects the Will Call category in the Southwest region and it is due to Wilson Oil and Enterprise Services inability to come to an agreement on the insurance requirements specified in statewide contract 08721 for Fuels: Gasoline, Diesel, and Renewables. As of midnight on January 1, 2025, Wilson Oil will no longer be authorized to sell or deliver fuels through this statewide contract to eligible purchasers. We encourage all purchasers to utilize alternative contractors(KBT Distributing and Christensen) available in the Southwest region for Will Call category.
2024121812-18-2024 : Enterprise Services has decided not to extend Wilson Oil’s contract beyond December 31, 2024. Since the prices of all fuels are based on OPIS rates from the day before delivery, Wilson Oil is not authorized to sell or deliver fuel to eligible purchasers under this contract as of midnight on January 1, 2025.
2024110411-04-2024 : Effective October 30, 2024, DES has signed an amendment with Coleman Oil to issue an additional award in the Northwest 2 region for the Will Call category.
2024101610-16-2024 : - Per §9.2(c) of Statewide Contract 08721, “the Prices of all fuels on each invoice will be based on the OPIS rates listed from the day before delivery. This pricing mechanism is intended to allow for invoices to be provided at the time of delivery”. - Enterprise Services utilizes the OPIS rates from the day before the delivery day for the daily fuel posting on the DES contract summary page. For instance, the fuel price posted on the DES contract summary page on 10/16/2024 used the 10/15/2024 OPIS rate. - Contractors should use the same delivery date listed on the daily fuel we upload for the price they charge. So, for today’s delivery, contractors should use today’s prices posted on the DES contract summary page. Ex: For fuel delivered on 10/16/2024, contractors should use the price posted on the DES contract summary page on 10/16/2024. - The prices posted on the DES contract summary page include contractors’ margins. Ex: Contractor’s margin for Easter region- Renewable Diesel is 10 cents. This margin is included in the prices posted on the DES contract summary page for the Easter region- Renewable Diesel.
2024101510-15-2024 : Effective October 15, 2024, DES has signed an amendment with Christensen, a vendor on Contract No.08721 - Fuels: Gasoline, Diesel, and Renewables, to issue additional awards in the Southwest region for Renewable Diesel and Will Call categories and as well as making adjustments to Christensen’s Northwest 1- Renewable Diesel.
2024100210-02-2024 : Effective October 1, 2024, DES has signed an amendment with PetroCard. This amendment lowered the Renewable Diesel delivery fees in the Olympic region and drop fee in the Northwest 1 region.
2024081308-13-2024 : Enterprise Services has suspended Associated Petroleum Products, Inc.(APP)’s participation in Contract #08721 for Fuels: Gasoline, Diesel, and Renewables. The effective date of this suspension is August 13, 2024. The contract summary page has information on other vendors able to provide fuels to purchasers.
2024071707-17-2024 : Effective July 15, 2024, DES has signed a contract with Christensen, Inc. to issue an additional award for the Renewable Diesel category in the Northwest 1 region. DES has also amended PetroCard’s contract to issue additional awards for the Renewable Diesel category in Northwest 1 and Northwest 2 regions.
2024042304-23-2024 : PRICE ADJUSTMENT Effective April 22, 2024, DES has signed an amendment with PetroCard, one of the Contractors on Contract No.08721 - Fuels: Gasoline, Diesel, and Renewables, to revise the Renewable Diesel adder(s) in the Olympic and Southwest regions. This revision has lowered the Renewable Diesel adder(s) from OPIS Low+/- $0.23 to OPIS Low+/- $0.01.
2024041604-16-2024 : KBT signed Amendment #5 (Cap at Rack and LCFS Costs), effective 01.30.2024. PetroCard signed Amendment #5 (Cap at Rack and LCFS Costs), effective 04.15.2024. Both amendments require Contractors to define Cap-At-Rack and Low Carbon Fuel Standard (LCFS ) costs in the invoices as separate line items.
2023120712-07-2023 : The current term of the contract ends on 12-31-2024.
2023061406-14-2023 : Enterprise Services issued additional awards in the Southwest and Olympic regions for Renewable Diesel to PetroCard under Contract 08721 FUELS: GASOLINE, DIESEL, AND RENEWABLES. These two regions were added by Amendment #4, effective June 15, 2023. Purchasers in these regions can contact PetroCard for Renewable Diesel. 2023052205-22-2023 : CONTRACT TERMINATION ScooterJ Logistics LLC and Enterprise Services have agreed to a mutual termination of Contract #08721- Fuels: Gasoline, Diesel, and Renewables. Effective as of midnight on May 22, 2023, ScooterJ Logistics will no longer provide Fuel through this Contract to eligible purchasers. The contract summary page has information on the other available contractors that will continue to provide Fuel to purchasers. 2023040704-07-2023 : The price DES publishes, includes contractor’s adder. So, there is no need to add it to any of the rates published.
2023021002-10-2023 : Recently, contractors and purchasers have frequently asked us which day's prices should be used on invoices: the delivery date or one day prior to the delivery day; and are the fuel prices that the DES posts on its website for the delivery day or one day prior to the delivery day? Please see the clarifications and responses we shared with some of our contractors and purchasers below to address these questions and the issues: - Per §9.2(c) of the contract “the Prices of all fuels on each invoice will be based on the OPIS rates listed from the day before delivery. This pricing mechanism is intended to allow for invoices to be provided at the time of delivery”. - Yes, Enterprise Services uses the OPIS from the day prior for the daily fuel posting. So, the contractor should use the same delivery date listed on the daily fuel we upload for the price they charge. For instance, fuel posted on 1/2/2023 used the 1/1/2023 OPIS rate. Fuel delivered on 1/2/2023 should use the price we post under 1/2/2023.

2022070507-05-2022 : Effective July 05, 2022: ScooterJ Logistics is removed from Contract Summary Page (Portal Page) due to halt of production on suppliers’ end. It will be reinstated when it finds new supplier.

2022022402-24-2022 : FUEL UPDATE State firms up vendor list for new contract Enterprise Services has finalized vendor awards for the new master contract for gasoline, diesel, biodiesel and renewable fuels. DES decided in early February to pursue additional awards for Contract 08721, which launched Jan. 1, after an awarded vendor pulled out of the agreement. The contract is split into seven regions, each with awards for keep-full and will-call deliveries for gasoline, diesel and biodiesel, similar to the prior contract, and also includes contractors for renewable gasoline and renewable diesel. The new contract replaces Contact 00311, which expires Feb. 28. Purchasers are asked to visit the 08721 Contract Summary page for guidance on using the contract and the chart of contractors by category and region. Contractors are: • APP • Coleman Oil • KBT (Small Business) • Petrocard • ScooterJ Logistics (Small Business/Veteran-owned Business) • Wilson Oil Questions about either contract can be directed to Breann Aggers, 360-407-9416.
2021121512-15-2021 : As of January 1, 2022, Enterprise Services is pleased to announce the award of Master Contract (08721) for Fuels: Gasoline, Diesel, and Renewable. This contract is awarded by region and fuel type, see contract for details. Only two contractors have signed their master agreements, ScooterJ Logistics and KBT. The remaining are out for signatures. The current contract term is from January 1, 2022; provided that fulfillment starts on or before February 1, 2022. This new contract replaces Master Contact (00311) Bulk Fuel. There will be a pre-bid conference September 14, 2021 and the opportunity to submit a bid ends October 6, 2021.
