| 10-10-2012 : | CONTRACT CHANGE | The Dump Bodies - Various sizes has been extended for a 24 month term effective 12/15/12 through 12/14/14. During the course of the extension, four items were added to the contract. The items are Henke V plows and Boss Plows to the additional plow options portion of the contract. A 3% price increase was also approved on several, but not all line items. An updated CCI has been posted. All other contract terms and conditions remain unchanged. |

PPI supports contractors request for price adjustment showing prices are up as much as 4.4% from motor vehicle body manufactures. WSDOT reviewed pricing and determined pricing is acceptable and recommendation is to add item to contract. Contractor after negotiations agrees to offer a limited discount for a period of time to assist customers with budget shortfalls. Contract review determined: Contract is approaching expiration date. Contract contains clause allowing for 2/2 year possible extensions. This would be the 1st extension. Contract contains clause to allow for price escalation. Further review did not reveal any adverse comments concerning past performance. Contractor Performance Evaluation letter prepared for agency to review and comment. Agency reviewed CPE and returned favorable recommendation to extend for another term Contract Extension Letter prepared for contract supplier to review and provide respond to term extension letter. Request mailed to supplier Contract supplier returned extension letter agreeing to term extension, however because of increase in market prices a price increase is requested. Supporting documents provided Cost Analysis of contract supplier request for price increase determined the following: Average for contractors request is 5.4 % Dump Bodies are special built to customer specifications. Primary materials iron/steel/metal. Current Usage report provided indicates contract is providing value to customers. PPI supports supplier request for price adjustment. Since contract has been in place prices have escalated upwards as follows 12/04 - 12/05 prices upward by 8.5% 12/05 - 10/06 prices upward by 8.8% and rising Total price adjustment for contract term estimated at 17.3% Which supports contractor request of 5.4%. Review of contractor request for price adjustment and PPI data above indicate that during the past contract term the state received a saving of an estimated at 11.9% because contract file does not show where contractor requested a contract increase at the either the 180 day point or the contract anniversary date. Saving report generated to capture the 11.9 % potential saving from past purchases which is estimated from the current usage report. Estimated savings $930,414.83 Additionally, agency has requested to add an additional spreader to contract. Supplier provided pricing and total worth is less than 1% of contract value. Based on the forgoing and review of contract 12403 the contract specialist has determined that in view of the state's financial crisis it is in the states best interest to extend this contract for another 2 year term of contract. with prices firm and fixed for 180 days. | |
