2012052205-22-2012 : VENDOR OWNERSHIP AND NAME CHANGE: Effective April 27, 2012 Sentinel Offender Services, LLC acquired G4S Justice Services, LLC and has agreed to accept all past, present and future performance responsibilities for the WSCA Contract 14600 for Electronic Monitoring Services. Performance of the contract will continue under the existing contract terms, conditions, specifications, and pricing.
2012020102-01-2012 : CONTRACT REBID: A replacement WSCA contract for this contract is under development and should be posted to the DES website late February or early March 2012.
2012011101-11-2012 : VENDER NAME CHANGE AND FIVE PARTICIPATING ADDENDUMS WERE COMPLETED: Effective October 1, 2011, Pro Tech Monitoring changed its name to 3M Electronic Monitoring, Inc. and has accepted all contract performance responsibility. Additionally, Participating Addendums were acknowledged by WSCA for the state of Connecticut with 3M Electronic Monitoring, Yakima County Juvenile Courts with Pro Tech Monitoring, Inc., Yavapai Juvenile Court with Pro Tech Monitoring, Inc., Lane County (Sheriff’s Office, Eugene, Oregon) with Pro Tech Monitoring, Inc., and Lassen County Sheriff’s Office (California) with 3M Electronic Monitoring.
2011092909-29-2011 : CONTRACT EXTENSION: Effective January 3, 2012, both contractors (Pro Tech Monitoring, Inc. and G4S Justice Service, LLC) have agreed to extended this contract for approximately six more months (January 3, 2012 through June 30, 2012), under the existing contract terms, conditions, specifications and pricing. Contractors also agreed to the following provision – “However, should a new WSCA replacement contract be awarded and take effect prior to June 30, 2012, both contracts may run concurrently to allow time for customer transition to the new contract should a new WSCA replacement contract be awarded and take effect prior to June 30, 2012, both contracts may run concurrently to allow time for customer transition to the new contract.”
2010110811-08-2010 : CONTRACT EXTENSION AND UPDATE: Effective January 3, 2011, both contractors (Pro Tech Monitoring, Inc. and G4S Justice Service, LLC) have agreed to extended this contract for one additional year (January 3, 2011 through January 2, 2012) or until the effective date of a replacement contract, whichever occurs first, under the existing contract terms, conditions, specifications and pricing. The corporate name for G4S Justince Services, Inc. was changed to G4S Justice Services, LLC effective 12/15/09. Additionally, both contractors have offered price reductions and the specific level of reduction is currently being negotiated with both companies.
2010020902-09-2010 : Linn County Sheriff's Office in Linn County Oregon requests to participate on the contract with G4S Justice Services, LLC. Since Oregon State participates on the contract and allows all of its political subdivisions to use the contract. Linn County adds its unique terms and conditions for sales within the county. I recommend that the request be granted.
2010011901-19-2010 : El Dorado County in California requests to renew its participating addendum with Pro Tech Monitoring, Inc. California is a participating state and allows all political subdivision participation. The WSCA terms and conditions along with some unique terms are agreed upon by the parties to this petition. As the lead state, Washington's approval is pending and should be approved.
2010011901-19-2010 : Linn County Sheriff's Office, Linn County Oregon requests to use the contract with G4S Justice Service, LLC. Because Oregon is a participating member and allows all political subdivisions to use the contract, this petition is pending approval. All WSCA terms and conditions are agreed upon by the county and the vendor, G4S Justice Service, LLC. As the lead state, Washington's approval is pending and should be approved.
2009121612-16-2009 : G4S Justice Services, Inc. has changed its corporate name to G4S Justice Services, LLC. Adjustments to WSCA records are being made by contract amendment, effective Dec. 23, 2009. All transactions will now be conducted under the new corporate entity. Counter-signatures for contract amendment 6 was signed on January 27, 2010. All sales under this contract will be under the new name, G4S Justice Services, LLC.
2009120812-08-2009 : The County of Lycoming requests to use the contract with Pro Tech Monitoring. Since Iowa is a participant on the contract and has allowed its agencies and political subdivisions to use the contract, this request is approved.
2009120812-08-2009 : Woodward Resource Center, a division of Iowa Human Services, State of Iowa requests to participate on the contract with Pro Tech Monitoring. Since Iowa has allowed its agencies and political subdivisions to participate, this request is approved.
2009120812-08-2009 : Joplin Police Dept requests to participate on the contract with G4S Justice Services. The State of Missouri has allowed its agencies and all political subdivisions to participate and sent me an e-mail acknowledging that fact. The participating addendum was approved and mailed to the parties.
2009111811-18-2009 : Met with G4S to discuss pending rebid, industry trends, product configurations and customer requests. GA has received requests from customers to provide different levels of service from the same product mix on the contract. GA will take some time to research and consider the proposal to modify existing product mix of goods and services.
2009052905-29-2009 : Received quarterly reports from G4S Justice Service, Inc. (G4S). The vendor moved its accounting office and the new staff never picked up on the contract reporting. The past due fees have been received by WSCA (over $21,000) and the reports have been sent to WA. G4S has re-instituted procedures to get reports and admin fees on a timely basis.
2009051905-19-2009 : Received a request from Ada County, Idaho to participate on contract with G4S Justice Services. Contacted Jason Urquhart of Idaho purchasing and he indicated that Idaho is not currently purchasing on the contract. I asked if Idaho had any concerns with Ada County using the contract. I was referred to Mark Little, Idaho Purchasing Manager. I also sent Idaho the documents in the lead state's file showing their participation because Idaho did not locate any documents indicating participation. I send Mr. Little documents showing an intent to contract in June 2001 and prior approval for Oneida County to use the contract in 2005. Awaiting Idaho's response to Ada County's request. Also, contacted G4S to see if they have original documents of Idaho's participation.

2009040604-06-2009 : North Carolina wants to extend their participation on electronic monitoring with Pro Tech Monitoring, Inc. North Carolina plans to issue its own state contract for electronic monitoring. Until North Carolina executes its state contract, it petitions WSCA to extend its participation on the electronic monitoring contract until June 30, 2009. North Carolina does not change any terms and conditions and pricing remain the same. Only the time period of participation has changed. This action allows the WSCA participating state to complete its local procurement and still receive services until that process has been completed. This contract is just over 3 million dollars so a Unit Manager could approve this contract action. I recommend that the agreement be approved because it meets all of the WSCA requirements for participation on the contract.
2009040604-06-2009 : El Dorado County in Shingle Springs, California requests a participating addendum on the electronic monitoring contract with Pro Tech Monitoring, Inc. With its petition, El Dorado County attaches Amendment I, Agreement for Services, #793-S0710 which lists the county’s unique terms or conditions, Exhibit A which details the participating addendum and the current contract information document listed on the web. All other WSCA terms remain effective for purchases in the county. The State of California is a participating member of WSCA. California is also part of NASPO and is eligible to participate on this contract. El Dorado County can fully participate on the contract with Pro Tech Monitoring, Inc. El Dorado County’s participation should not significantly affect the scope of this contract. All of the WSCA terms and conditions are agreed on by the parties to this addendum. 2009040604-06-2009 : The Juvenile Probation Department in the Seventh Judicial Circuit Court of Michigan, Genesee County (Juvenile Probation Dept.) requests a participating addendum on the electronic monitoring contract with Pro Tech Monitoring, Inc. Juvenile Dept. does not attach any unique terms or conditions to the participating addendum, so the WSCA terms remain the same. The State of Michigan does not participate formally on the contract, but did inform Washington that it has no problem allowing the Juvenile Probation Dept. to use the contract. Michigan is part of NASPO and is eligible to participate on this contract. With Michigan’s permission, Juvenile Probation Dept. can fully participate on the contract with Pro Tech Monitoring, Inc. Juvenile Probation Dept.’s participation should not significantly affect the scope of this contract. All of the WSCA terms and conditions are agreed on by the parties to this addendum. This contract is just over 3 million dollars so a Unit Manager could approve this contract action. 2008120112-01-2008 : North Carolina intends to rebid all of its electronic monitoring equipment within the state. The state wants to extend its participation with WSCA for a short period until a new request for proposal is complete in North Carolina in December 2008. The short extension North Carolina signed with Pro Tech Monitoring ends January 31, 2009. Washington will sign and approve that participating addendum on December 2, 2008

N.C. plans to rebid all electronic monitoring by Dec. 2008 so they want to extend until Nov. 30, 2008 with WSCA. All of the terms and conditions and pricing remains the same, only the time period of involvement has changed. This contract is just over 3 million dollars so a Unit Manager can sign off on it. N.C. called today because they need the approval by early next week. I recommend that the agreement be approved because it meets all of the WSCA requirements for participation on the contract. The participating addendum will be given to a Unit Manager for a signature today.
2008020402-04-2008 : Fort Bend County Juvenile Court in Richmond, Texas submits this participating addendum to the Electronic Monitoring Contract, WSCA #14600. Texas as a state has not submitted a petition to use the WSCA contract, but it submitted permission to allow Fort Bend County to use the contract. Texas may allow other political subdivisions to participate on the contract but this petition is limited to Fort Bend County with Pro Tech Monitoring, Inc. Fort Bend County does not include any attachments to its participating addendum but does list both contractors, G4S Justice Services, Inc and Pro Tech Monitoring, Inc. as authorized contractors for electronic monitoring services in Fort Bend County. All of the participating addendum conditions are agreed upon by Pro Tech Monitoring, Inc. and meets WSCA's regulations for participating on the contract. I recommend that Fort Bend County be allowed to participate on this contract based permission from the state purchasing office in Texas and the documents submitted.
2008020402-04-2008 : The 2nd Judicial District Court, Pretrial Services of Washoe County, Reno, Nevada submits this participating addendum to the Electronic Monitoring Contract, WSCA #14600. Nevada is already a WSCA member and allows its political subdivisions to participate on the contract. Nevada wants to expand the participation of all of its agencies, political subdivisions in this addendum with G4S Justice Services, Inc. California is already a WSCA member, and Santa Clara County wants to expand its participation with Pro Tech Monitoring, Inc. Santa Clara County comprises of one document, Exhibit A. All of these participating addendum conditions are agreed upon by Pro Tech Monitoring, Inc. and meet WSCA's regulations for participating on the contract. I recommend that the Santa Clara County Probation Department be allowed to participate on this contract based on the document submitted.
2007111611-16-2007 : Received an update from Jody Howard that G4S had a virus in the software system which explains the Sept and Oct 2007 problems. Also 1 of 4 units do not work. That problem has not been resolved. The customer is monitoring juvenile offenders and the liability is very high without monitoring. The customer needs something now. G4S did not have an alternate unit to send until the end of the month. Somehow the units have not been working for Ventura County as well as Canada where the factory is located. Ventura gave G4S until Nov. 30th to send 10 working units and until Dec. 7th to see if they operate properly. If the units do not work properly after Dec. 7th, G4S will be cancelled for service in that county.
2007111611-16-2007 : Received a call from Ventura County, California about service and product complaints about G4S. Ventura has had two seperate occasions representing numerous complaints about the equipment being inaccurate, reports not timely or poor service. Leo Carson, Sales Manager has responded to service issues, but the problems do not seem to be solved. The problems appear to be the same type, so the customer is very concerned about a final resolution. Jody Howard of Ventura county contacted me to see if G4S has similar service and product concerns in other states. I responded that no other states but Montana had any problems. Once reported, G4S solved the problem in Montana and no other problems have been reported to me.

There was an approximate two week delay in my signing this contract action as the UMs receive further clarification with regard to our signature authority in relationship to signing WSCA participating addendums.

G4S came to WA to demonstrate the new equipment and cite its advantages to customers if the equipment was placed on the contract. Attached to G4S's petition is a contract amendment, a comparison of the old vs. new technology and a document listing new products and pricing. All of G4S's submission to the contract administrator complies with the terms, conditions and scope of the contract under special terms and conditions, section 26. I recommend that Nevada be allowed to participate on this electronic monitoring contract based on the documents submitted.

The 12th District Court lists G4S Justice Services, Inc. as its preferred vendor on the contract for electronic monitoring, random/scheduled tracking and alcohol monitoring services. All of these participating addendum conditions are agreed upon by the vendor and the 12th District Court and meets WSCA's regulations for participating on the contract. The addition of the 12th District Court expands the total spend and is in the best interests of the State to perform this addition to the contract. I recommend that the 12th District Court of the State of Missouri be allowed to participate on this contract based on the participating addendum submitted.
2007040504-05-2007 : Contract Extension Offer Pro Tech Monitoring, Inc offers to extend the WSCA #14600, Electronic Monitoring & GPS Services contract for 24 months until January 2, 2009. The last contract administrator, Guy Cranor indicated that the GPS portion or the entire contract should be re-bid for better pricing and more up to date products. Consistent with the scope, terms and conditions of the contract, a review of the market place was commenced with numerous vendors in the market place, customers and procurement officials. Most of the major vendors (both on the contract and potential vendors) came to OSP to demonstrate their products and services and discuss new technology. Extensive discussions with experts, customers and stakeholders about current vendors and the marketplace indicated that customers were happy with the current vendors, that the products are competitive in price and features and that the contract should be extended for 24 months. Discussions and product demonstrations indicated that there were no new technology products, but only re-packaged goods being sold as new products. Extension of this vendor complies with the scope, terms and conditions of the contract. 2% reduction Back in the fall of 2006, a discussion with both vendors and the State resulted in price reductions taking effect immediately. On September 1, 2006, both vendors offered to reduce pricing one percent price from the last extension period. Additionally, in October 2006, WSCA approved a reduction of their administration charge from 1.5% to .05%. That one percent difference was negotiated into another price savings for the customers for a total of 2% price reduction over the last extension period. The additional savings went into effect November 1, 2006. Insurance Pro Tech, Inc. now offers a new benefit to customers regarding the loss of their electronic units. Many times during the year, electronic units are lost, destroyed or damaged. The agency has to replace that unit at full costs. Some agencies lose up to 15% of their equipment each year. Most agencies lose 3-5% each year. Typically, the agency client does not have the money allotted for replacement products, so replacement becomes a burden and hassle. Several states such as North Carolina and Georgia wanted this option as an incentive to join the contract. So, due to customer requests, the vendor wants to offer an insurance benefits which allows the client agency to purchase equipment loss insurance. This insurance benefit will help our customers deal with budgeting and equipment losses. The product additions complies with section Pro Tech, Inc. was acquired through a stock purchase by Dmatek. The acquisition was completed January 12, 2007. Dmatek is a well established international technology company focused on the monitoring of people. Dmatek also manufactures Elmo-Tech, a leading product in the market. Both companies assured WSCA that that its current commitment will remain strong with providing the same terms and conditions. The merger of companies will extend Pro Tech's financial backing and stability as well as make available a larger pool of R& D resources. My research indicates that Pro Tech Monitoring, Inc. is one of the best contractors in the industry and provides the best overall mix of fair prices and superior products and service. Extending this contract with Pro Tech Monitoring, Inc. is in the best interest of the WSCA States. This process complies with the new procedure for amending contracts, and I recommend we proceed with these contract amendments.

2007032603-26-2007 : In early January 2007, a vendor requested clarification on what administrative fees the vendor pays and who receives the fee. Upon review of the contract file, a discrepancy arose between what the contract says and what the vendors actually practiced regarding administrative fees. Vendors understood that administrative fees were based on sales. Vendors paid 1.5% to WSCA and 1.5% to Washington for sales within Washington State. Vendors paid 1.5% administrative fee for all other WSCA states. On November 1, 2006, WSCA agreed to reduce its administrative fee from 1.5% to .05% for all sales including Washington. Vendors and contract administrators previously acted as if part of that fee went to WA and part went to WSCA. Upon review of the contract file and correspondence, the contract administrator discovered that WA did not receive any of the administrative fee; it all went to WSCA. A clarifying discussion was held with both vendors. A new contract amendment was produced and sent to vendors to sign and await Washington's approval. This contract amendment reflects WSCA's new agreement to require vendors to pay .05% for all sales including Washington. That fee is sent to Washington, but is funneled directly to WSCA. Vendors have been sent the newly clarified amendment form and await Washington's approval to formalize the correct understanding on paying administrative fees for sales in WSCA states. The vendors signed amendment should arrive in WA during the week of March 26, 2007 and be approved once received. I recommend that this amendment be approved because it reflects the accurate procedure for paying fees and contains the correct percentage .05%.

Both vendors provided customers a 1% price reduction starting Sept 1, 2006 and continuing through the next renewal period of 24 month. Additionally, upon request, WSCA approved a reduction of its administrative fee (that vendors pay) from 1.5% to .5%. That 1% price reduction was an additional price reduction to customers for a total of 2% for purchases. The 2nd 1% reduction became effective October 16, 2006 and continues throughout the next renewal perios for 24 months. This contract renewal complies with all of the terms, conditions of the contract. My research with customers, competitors and the market leads me to conclude that this contract extension for 24 months is in the best interest of WSCA customers. I recommend that the contract amendment listing the 2% price reduction be accepted and added to the contract.

The cost would be 4% of the total monthly cost (100 units @ 4.50=$450 Daily rate X 30 days=$13,500 Monthly cost. This percentage would lower as more units are added. As this program is only a options, the benefits would be an increased in the tracking capablity of offenders and for law enforcement to pin point a offender at the time of a crime. This would be a cost savings for the law enforcement agency and a deterrent to the offenders . This is an sole source addition, since the offender must be on the Pro Tech system to be tracked. The RFP allowed and awarded points for vendor ability to produce the next generation of equipment and services. 22. DEMONSTRATION AND MONITROING CENTER EVALUATION Demonstrate the proposed equipment and service and a site inspection of the proposer(s) monitoring center. The demonstration scenario will be conducted in a number of different WSCA states. The proposer(s) will be given 10 days notification of their assigned time and date for their demonstration and monitoring center evaluation. The proposer(s) will be ranked from the best qualified as meeting or exceeding specifications. Proposer(s) may receive additional consideration for recognized added services, equipment, programs and ability to demonstrate R&D research being conducted for the next generation of equipment and services that could be used as future add-ons. The top five proposer(s) will be awarded points, the following points will be 500 points for the top proposer, 400 points for 2nd proposer, 300 points for 3rd, 200 points for 4th and 100 points for 5th. Proposer must present one (1) piece of each the equipment bid, the lead state will keep the equipment for initial evaluations and until award.
