| 11-16-2007 : | Received an update from Jody Howard that G4S had a virus in the software system which explains the Sept and Oct 2007 problems. Also 1 of 4 units do not work. That problem has not been resolved. The customer is monitoring juvenile offenders and the liability is very high without monitoring. The customer needs something now. G4S did not have an alternate unit to send until the end of the month. Somehow the units have not been working for Ventura County as well as Canada where the factory is located. Ventura gave G4S until Nov. 30th to send 10 working units and until Dec. 7th to see if they operate properly. If the units do not work properly after Dec. 7th, G4S will be cancelled for service in that county. | |

Ventura has had two seperate occasions representing numerous complaints about the equipment being inaccurate, reports not timely or poor service. Leo Carson, Sales Manager has responded to service issues, but the problems do not seem to be solved. The problems appear to be the same type, so the customer is very concerned about a final resolution. Jody Howard of Ventura county contacted me to see if G4S has similar service and product concerns in other states. I responded that no other states but Montana had any problems. Once reported, G4S solved the problem in Montana and no other problems have been reported to me. | |

Attached to G4S's petition is a contract amendment, a comparison of the old vs. new technology and a document listing new products and pricing. All of G4S's submission to the contract administrator complies with the terms, conditions and scope of the contract under special terms and conditions, section 26. Adding the Patrol Suite of products benefits WSCA customers by expanding the array of electronic products and competitive prices. Allowing G4S to add these products is in the best interest of WSCA because it saves the customers time, money and resources in addressing their need for electronic monitoring services. I recommend that G4S's submission of new equipment be added to this electronic monitoring contract based on the documents submitted. | |

All of these participating addendum conditions are agreed upon by the vendor and the 12th District Court and meets WSCA's regulations for participating on the contract. The addition of the 12th District Court expands the total spend and is in the best interests of the State to perform this addition to the contract. I recommend that the 12th District Court of the State of Missouri be allowed to participate on this contract based on the participating addendum submitted. | |
| 04-05-2007 : | Contract Extension Offer Pro Tech Monitoring, Inc offers to extend the WSCA #14600, Electronic Monitoring & GPS Services contract for 24 months until January 2, 2009. The last contract administrator, Guy Cranor indicated that the GPS portion or the entire contract should be re-bid for better pricing and more up to date products. Consistent with the scope, terms and conditions of the contract, a review of the market place was commenced with numerous vendors in the market place, customers and procurement officials. Most of the major vendors (both on the contract and potential vendors) came to OSP to demonstrate their products and services and discuss new technology. Extensive discussions with experts, customers and stakeholders about current vendors and the marketplace indicated that customers were happy with the current vendors, that the products are competitive in price and features and that the contract should be extended for 24 months. Discussions and product demonstrations indicated that there were no new technology products, but only re-packaged goods being sold as new products. Extension of this vendor complies with the scope, terms and conditions of the contract. 2% reduction Back in the fall of 2006, a discussion with both vendors and the State resulted in price reductions taking effect immediately. On September 1, 2006, both vendors offered to reduce pricing one percent price from the last extension period. Additionally, in October 2006, WSCA approved a reduction of their administration charge from 1.5% to .05%. That one percent difference was negotiated into another price savings for the customers for a total of 2% price reduction over the last extension period. The additional savings went into effect November 1, 2006. Insurance Pro Tech, Inc. now offers a new benefit to customers regarding the loss of their electronic units. Many times during the year, electronic units are lost, destroyed or damaged. The agency has to replace that unit at full costs. Some agencies lose up to 15% of their equipment each year. Most agencies lose 3-5% each year. Typically, the agency client does not have the money allotted for replacement products, so replacement becomes a burden and hassle. Several states such as North Carolina and Georgia wanted this option as an incentive to join the contract. So, due to customer requests, the vendor wants to offer an insurance benefits which allows the client agency to purchase equipment loss insurance. This insurance benefit will help our customers deal with budgeting and equipment losses. The product additions complies with section Pro Tech, Inc. was acquired through a stock purchase by Dmatek. The acquisition was completed January 12, 2007. Dmatek is a well established international technology company focused on the monitoring of people. Dmatek also manufactures Elmo-Tech, a leading product in the market. Both companies assured WSCA that that its current commitment will remain strong with providing the same terms and conditions. The merger of companies will extend Pro Tech's financial backing and stability as well as make available a larger pool of R& D resources. My research indicates that Pro Tech Monitoring, Inc. is one of the best contractors in the industry and provides the best overall mix of fair prices and superior products and service. Extending this contract with Pro Tech Monitoring, Inc. is in the best interest of the WSCA States. This process complies with the new procedure for amending contracts, and I recommend we proceed with these contract amendments. | |

| 03-26-2007 : | In early January 2007, a vendor requested clarification on what administrative fees the vendor pays and who receives the fee. Upon review of the contract file, a discrepancy arose between what the contract says and what the vendors actually practiced regarding administrative fees. Vendors understood that administrative fees were based on sales. Vendors paid 1.5% to WSCA and 1.5% to Washington for sales within Washington State. Vendors paid 1.5% administrative fee for all other WSCA states. On November 1, 2006, WSCA agreed to reduce its administrative fee from 1.5% to .05% for all sales including Washington. Vendors and contract administrators previously acted as if part of that fee went to WA and part went to WSCA. Upon review of the contract file and correspondence, the contract administrator discovered that WA did not receive any of the administrative fee; it all went to WSCA. A clarifying discussion was held with both vendors. A new contract amendment was produced and sent to vendors to sign and await Washington's approval. This contract amendment reflects WSCA's new agreement to require vendors to pay .05% for all sales including Washington. That fee is sent to Washington, but is funneled directly to WSCA. Vendors have been sent the newly clarified amendment form and await Washington's approval to formalize the correct understanding on paying administrative fees for sales in WSCA states. The vendors signed amendment should arrive in WA during the week of March 26, 2007 and be approved once received. I recommend that this amendment be approved because it reflects the accurate procedure for paying fees and contains the correct percentage .05%. | |

My research with customers, competitors and the market leads me to conclude that this contract extension for 24 months is in the best interest of WSCA customers. The cost would be 4% of the total monthly cost (100 units @ 4.50=$450 Daily rate X 30 days=$13,500 Monthly cost. This percentage would lower as more units are added. As this program is only a options, the benefits would be an increased in the tracking capablity of offenders and for law enforcement to pin point a offender at the time of a crime. This would be a cost savings for the law enforcement agency and a deterrent to the offenders . This is an sole source addition, since the offender must be on the Pro Tech system to be tracked. The RFP allowed and awarded points for vendor ability to produce the next generation of equipment and services. 22. DEMONSTRATION AND MONITROING CENTER EVALUATION Demonstrate the proposed equipment and service and a site inspection of the proposer(s) monitoring center. The demonstration scenario will be conducted in a number of different WSCA states. The proposer(s) will be given 10 days notification of their assigned time and date for their demonstration and monitoring center evaluation. The proposer(s) will be ranked from the best qualified as meeting or exceeding specifications. Proposer(s) may receive additional consideration for recognized added services, equipment, programs and ability to demonstrate R&D research being conducted for the next generation of equipment and services that could be used as future add-ons. The top five proposer(s) will be awarded points, the following points will be 500 points for the top proposer, 400 points for 2nd proposer, 300 points for 3rd, 200 points for 4th and 100 points for 5th.
