11-28-2016 : | CONTRACT EXTENSION STATUS | Per WSDOT's request and apprioved by DES managment, solicitation 02316 (replacement solcitation) will be delayed to allow for more participation during the product demonstration portion of the evaluation. This delay will improve the solicitation process by putting the product demonstration portion of the evaluadurring a point in the year where vendors and evaluators have more time to prepare. Scheduling the product demonstration durring the height of the winter months causes scheduling difficulties and required the vendor to perform the tests when business is at a higher level due to snow/inclimate weather preperations. Amendments were drafted to extend the contract to June 30, 2017 or until a replacement contract is implemented, whichever occurs first in time. At this point 3/4 vendors have returned the amendment signed (waiting on Pape). Call into Pape went unanswered and a message was left for Gerrald Warren to return the call. |
11-07-2016 : | CONTRACT REBID STATUS | WSDOT has requested that the current development of a replacement solicitation be put on hold until spring of 2017. WSDOT suggested to allow the contract to lapse as they do not anticipate making any purchases of this commodity in the near future. Contract pulled for review and it was determined that contractors request for price adjustment meets with the terms and conditions of contract for price adjustments as established in original bid document. Price Adjustment allowed after firm fixed period of 180 days and this will be the third adjustment for this contractor. Last adjustment was January 1, 2008. Reason for price adjustment is because the manufacturer is passing on an increase to its dealers. Supporting documentation provided. Analysis of price adjustment is as follows: Clyde/West averaged requested increase is an averaged 6.6% Spreadsheet shows the mark-up on items 2 and 3. This requested increase applies to orders starting in September 2008. PPI for this commodity from February 08 though July 08 indicates prices have increased in the market place 1.2% over this period of time. Additionally, prices for this equipment are foreign based (Sweden) and this currency is based on the European Dollar (Euro). The US Dollar is currently valued at 0.7064 so when converting dollars into Euro’s the cost will increase as much as 283.7% Customer agency has reviewed this contractors request and agrees that prices appear to be reasonable for the next firm fixed period of 180 days. Based on the above review and supporting documentation the Contract Specialist recommends approval of this price adjustment for contract 16904. Allowing this contract adjustment will avert the customer from rebidding his requirement while the market place of this commodity is escalating and would thereby cause our customers to confront higher pricing for the same items at the time of bid. This is the contractors 2nd price adjustment request since contract awarded in 2004. Reasons for price adjustment are model revisions and manufacture is passing on increase to its dealers. Analysis of contractor’s requests shows the averaged mark-up on items 1 through 5, for Kamatsu Front Loaders Average increase equals 4.56%. PPI for this commodity from October 06 to December 07 indicates prices have increased in the market place by 4% for this commodity and support customers request. Additionally prices for this equipment are foreign based, Japanese, and this currency is based on the YEN. US Dollar is currently valued at rate of exchange of 107.56 which is down from 114 and when converting dollars into Eruo’s the cost will increase as munch as 7 YEN per purchase. Therefore, based on the above review and supporting documentation the recommendation for this contractor’s price adjustment request is to approve this price adjustment for contract 19604 for Modern Equipment. By allowing this price adjustment prices will be firm and fixed for another 180 days. | |

Requests are from: Clyde/West Pape Machinery Contract pulled for review and it was determined that contractors request for price adjustment meets with the terms and conditions of contract for price adjustments as established in original bid document. Price Adjustment allowed after firm fixed period of 180 days and this will be the first adjustment for these contractors. Reason for price adjustment is because manufactures are passing on increase to its dealers. Supporting documentation provided. PPI for this commodity from June 05 though January 07 indicates prices have increased in the market place at 8.6% over this period of time. Analysis for each price increase is as follows: Clyde/West averaged increase is 10.3% Spreadsheets show the mark-up on items 1 through 4, This increase covers a period from June 05 through January 07 PPI for this commodity for the same period shows prices in the market place are estimated at 8.6% and contractor's prices are higher. Further discussion with contractor because item 1 (15.1%) and item 2 (11.5%) are over PPI averages and appear excessive. Contractor holds firm to price adjustment because they are not able to provide equipment at a lower cost to the state. Additionally documentation for these two items supports a 13.5% pass through from the manufacture while a 2.25 increase is documented as increase in freight and other cost. This would be the 1st price adjustment since contract was awarded and prices would be firm for another 180 days. Pape Machinery averaged increase if 1.6% Spreadsheets show the mark-up on items 1 through 6, This increase covers a period from June 05 through January 07. This is contractors 1st request for price adjustment. PPI for this commodity for the same period shows prices in the market place are estimated at 8.6%. Contractors request is well below PPI and passes on to the State a 6% savings by not requesting the full PPI market increase estimated at $6,840.00 Therefore, based on the above review and supporting documentation the Contract Specialist recommends approval of this price adjustment for contract 16904. Allowing this contract adjustment will avert the customer from rebidding his requirement while the market place for this commodity is escalating and would thereby cause this customer to confront high pricing for the same items at time of bid. | |
