Effective April 7, 2013, Washington begins participation in the NASPO ValuePoint Managed Print Services Contract, designed to meet the Legislature’s goal of attaining statewide savings without affecting direct program activities, as per RCW 43.19.733, and referenced as the primary stratregic cost savings print management solution in the OFM Strategic Printing Strategy dated July 2010, prepared pursuant to ESSB 6444, Section 710.
Washington’s previous Managed Print Services Contract (expired April 6), was a temporary solution until the NASPO ValuePoint contract was awarded. The NASPO ValuePoint contract was competitively bid by the state of New Mexico in 2012. WA participated in the solicitation development to ensure the state’s needs were incorporated. Participating Addendums were executed with all six awarded vendors: Toshiba, Lexmark, Xerox, Ricoh, HP and Canon.
The effective of this contract is April 7, 2013. The contract is available through August 31, 2016, or until a Participating Addendum is fully executed under the new NASPO ValuePoint Managed Print Service contract.
There are two options for using this contract, they are:
Option #1 – Agency may choose any of the Awarded Vendors listed in the CCI to provide Managed Print Services. The chosen Vendor should do a print assessment prior to making an offer for services. Vendors will never charge more than the price submitted with their bid. Awarded Vendors may use any model of equipment that meets the functionality requirements and business needs of the Customer. Agencies may choose to use the sample Statement of Work located in Attachment B of the CCI. Agencies should be prepared to document their reason for choosing a single Vendor over another.
Option #2 – Agencies may choose to request multiple Awarded Vendors to do a print assessment and/or make a proposal for Managed Print Services. Agencies will identify and establish any agency-specific criteria for evaluating offers received. Agencies may choose to use the sample Statement of Work located in Attachment B of the CCI. To assure transparency in the selection process, Agencies will document their evaluation and selection process. Agencies will allow unsuccessful Vendors the opportunity to debrief, and/or protest their decision.
Agencies will review all offers and determine which offer provides the best value and best meets their business needs. Agencies may use the award notification letter located in Attachment D of the CCI. The Agency must send a copy of the fully executed of the final agreement, including the award notification letter, to the Contract Administrator within thirty (30) days of execution.
Each Contractor has identified the authorized dealers in Washington permitted to offer Managed Print Services. A list of all authorized dealers is located in Attachment C of the CCI.
Data Searched. The Vendor search function will only filter on Vendor Name.
Match words out of order. For example if you search for Computer Equipment it would match a row containing the words Computer and Equipment, regardless of the order or position that they appear in the table.
Partial word matching. As the contract search table provides on-the-fly filtering with immediate feedback to the user, parts of words can be matched in the result set. For example Com will match Computer.
Preserved text. The search function has the ability to search for an exact phrase by enclosing the search text in double quotes. For example "Computer Equipment" will match only text which contains the phrase Computer Equipment. It will not match Computer IT Equipment.
Combine search types. You can also mix and match these search types. For example "Computer Equipment" Technology or "Computer Equipment", Technology will match only text which contains the phrase Computer Equipment and also matches the word Technology. It will not match a record containing only the phrase Computer Equipment or a record matching only the word Technology.
Multi-Column Sorting. You can execute multi-column sorting by holding the SHIFT key while you click the table column headings.
