This procurement was conducted in two segments. The first, Segment A, is the result of a competitive procurement using the Washington State templates under the rules established by RCW 43.19. It is a specialized award tailored to meet the needs of agencies that house citizens. These locations have special security and system requirements. Segment A is only available to Department of Corrections (DOC), Department of Social Health Services (DSHS), Schools and similar public entities outside state government. Segment A was awarded to three Contractors: Simplex Grinnell, Point Monitor Corp. and Fire Protection Specialists.

The state created Segment B (contract # 08008) as a result of a participating addendum, accessing a Western States Contracting Alliance (WSCA) award for similar work. Segment B is available to all agencies. Each Segment will operate within its own respective terms and conditions, and with its own independent pricing structure. Segment B was awarded to one Contractor.


***********************************************NON PREVAILING WAGES********************************************************

The scope of work performed when doing what is defined as “Inspections” is primarily a visual observation of the equipment to make sure it is still in good physical condition, as well as conducting a functional test of the equipment. Much of the testing doesn’t involve any tools. Equipment being tested, such as a “fire alarm manual pull station,” is generally manipulated by hand and reset with a key. No tools are required. Specialized test equipment such as laptop computers and sensitivity testing machines that verify the proper calibration and/or operation of smoke/heat detectors are allowed. Common tools typically used by a “laborer or mechanic” are not normally used during inspection of a fire alarm systems.

Prevailing wage is not called for in this type of work as long as a Technician is not performing the following functions during an inspection:

>Work with tools
>Manual Labor
>Disassembly or Reassembly
>Substitution of parts
>Replacement of parts or components

The hourly chargers for labor only related services (Technicians) are as listed within the price sheets. All rates are to be given a 5% discount, then multiplied by the rate multiplier.

Prevailing wages apply when performing “service work,” :performing manual labor, utilizing tools, replacing parts, disassembling and reassembling components, etc..

Prevailing Wage Services are to be @ the cost of $20.80 base service rate per hour plus individual rate multipliers for the state of Washington listed within the price sheets.
