Contract Scope The Esri Products and Services available for purchase under this Master Purchase Agreement are limited to on-premises applications; provided, however customers may purchase under this Master Purchase Agreement if they are used in addition to, or to support their primary on-premises. This procurement is also for software, data, Web Services, documentation, maintenance, and support as specified in the Master Purchase Agreement pricing list. Notice: This statewide contract is not based on the competitive solicitation process.  DES has determined that entering into this direct negotiation contract based on the special market conditions is in the best interest of the State of Washington as allowed under RCW 39.26.125 (4).  Purchasers are advised to confirm that this contracting approach is in line with their organization’s procurement policies and procedures. 

Software purchases for state agencies:Security Design Review from WaTech might be required for your purchase, particularly if an agency’s project requires WaTech oversight, creates risk to state assets outside the agency, or when required by an agency's IT security program (Washington State Securing Information Technology Assets Standards Section 1.2.1). It is the purchasers’ responsibility to assess if the Security Design is applicable for a particular purchase and to work with WaTech to schedule the review: support@watech.wa.gov.

2. Customers submit purchase orders (or purchasing vehicle) directly to Esri
3. Purchasers must have completed a Master Contracts Usage Agreement
