Contract Summary

Contract Scope This Statewide Contract is for the cleanup and environmental mitigation of homeless encampments on public properties after they have been abandoned or cleared of human habitation. Work under this Contract will be performed by multiple contractors in three regions of Washington -- Western, Central and Eastern -- in two service categories based on size and complexity of cleanup sites:

Category 1: High- and medium-high-complexity cleanups

This category is for large sites (1.5 acres or larger) for which cleanup might require heavy equipment and experience in navigating steep slopes, safely removing large amounts of medical, chemical, biological and/or solid waste, and addressing the potential for bloodborne pathogens onsite. Category 1 Contractors are required to provide documentation of certification in steep slopes – fall protection equipment; hazardous waste handling and disposal; and bloodborne pathogens (see Contract Section 4.4).

NOTE: Purchasers may designate a cleanup site of 1.5 acres or less as Category 1 if the cleanup requires navigation of steep slopes (grades of 30 percent [16.7 degrees] or greater) and/or requires the use of heavy equipment.

Category 2: Moderate- and low-complexity cleanups

This category is for smaller sites (less than 1.5 acres) for which cleanup will not require heavy equipment and the site topography is flat or moderately flat. Category 2 Contractors are required to provide documentation of certification in hazardous waste handling/disposal and bloodborne pathogens (see Contract Section 4.4).

NOTE: Purchasers may designate a cleanup site of larger than 1.5 acres as Category 2 if the cleanup does not require navigation of steep slopes (grades of 30 percent [16.7 degrees] or greater) or the use of heavy equipment.

This contract includes subcontractors/authorized resellers/authorized distributors who are certified as WA State small, OMWBE, or Veteran-owned. Some contractors may have multiple certifications. See the links at the bottom of the page for all subcontractors and their certifications. Note: not all subcontractors/resellers/distributors are certified.
