This Master Contract is for Spoken Language Interpreter Services In-Person Interpreting (IPI), Over the Phone Interpreting (OPI), Video Remote Interpreting (VRI) also known as Spoken Language Interpreter Services Scheduling and Coordinating Software Solution using Bargaining Unit Work from the Collective Bargaining Agreement (CBA) for Language Access Providers (i.e., Interpreter Services, WFSE LAP)

Pursuant to Legislative direction, Enterprise Services, on behalf of the State of Washington, has issued this Master Contract 06821 that provides a cloud-based software solution to schedule, coordinate, and manage spoken language interpreter services with qualified interpreters for Washington state agencies and other eligible Purchaser(s). Purchaser(s) will be able to schedule interpreter services through any of the three modalities for Interpreter Services that are available through this Master Contract, which include the following:

• In-Person Interpreting (IPI)
• Over the phone Interpreting (OPI)
• Video Remote Interpreting (VRI)

In 2011, the Collective Bargaining Agreement (CBA) for Language Access Providers (i.e., Interpreter Services) was established between spoken language access (LAP) interpreters and the Governor of Washington to ensure equal access to pay, professional development, union management meetings, and grievances. This master contract is designed specifically for DCYF, DSHS, and HCA per the statutory requirements, who are subject to CBA. Please be advised that all eligible purchasers are welcome to utilize this master contract, and are required to fully read and understand the master contract in its entirety and not rely on the Ordering & Pricing Instructions to provide full detailed information regarding the Terms & Conditions of the master contract. Purchasers who choose to use this master contract must follow both the master contract and CBA.

American Sign Language (ASL) Interpreters are not part of the union or covered by the CBA.

Required Training: Both Purchaser(s) (i.e., individual users) and Interpreters must have completed the comprehensive training of the Scheduling & Coordinating Solution provided by the Contractor before online account can become activated. Cybersecurity Design Review: Each agency will be required to complete a Cybersecurity Design Review with the Washington State Office of CyberSecurity
based on each agency requirements with your internal IT department per Office of Chief Information Officer (OCIO) policy standards 141.10. Once you have completed the online training, you will be provided instructions on how to proceed with this requirement.

INTERPRETER QUALIFICATIONS: All Interpreters must be skilled to industry standards, expectations, and trends. Interpreters must have the proper certification based on the interpreting type of service. Below are the three main interpreter types of language access master contracts will require. These requirements are in alignment with RCW 39.26.300.

Spoken Language Interpreter: Acceptable industry standards and expectations include the Washington State Department of Social and Health Services (DSHS) Language Testing and Certification Program (LTC) or Authorization, guidelines outlined by the American Translation Association (ATA) for Interpreters, the Certification Commission for Healthcare Interpreters, or the National Board for Certification of Medical Interpreters. Interpreters trained through accredited higher education institution (university or college) programs, which are widely accepted by industry experts, the interpreter community, and by Washington State Purchasers are also acceptable.

NEW! DSHS LTC has partnered with three additional testing providers who's test will be accepted by DSHS LTC to certify medical interpreters starting August 1, 2022. Visit the DSHS LTC testing page for more information.

GENERAL PRICING & ORDERING INSTRUCTIONS: Purchasers can select from any of the listed Contractors under each category in the Pricing Information section. Contractors may not provide services outside of the scope of their respective category award. When setting up an account with the contractor, placing an order or doing other business under this contract, reference the master contract unique identifier number. For details on scope of work, delivery, expectations, etc. this is outline in the embedded document in the Contract Specifications or within the executed Master Contract. Purchasers will be able to view the awarded pricing on both the Pricing & Ordering Instructions or the executed master contact. The Pricing & Ordering instructions will include the contractor's name, Price, and contractor contact information.

PROFESSIONAL DEVELOPMENT AND TRAINING: In accordance with the WFSE Collective Bargaining Agreement the purpose of the professional development and training requirements for Language Access Providers (LAPs) is to maintain the skill levels possessed at the time of passing the interpreter certification examination, and to further enhance skills and knowledge. Both the State and the Union encourage LAPs to complete training and continuing education activities. Please see a few available resource links below:

LANGUAGE ACCESS SUITE OF MASTER CONTRACTS: We offer a wide suite of language access master contracts that eligible purchasers may use, based on their unique needs. DES LANGUAGE ACCESS PURCHASER MEETINGS: As an additional resource, we are inviting eligible purchasers to monthly meetings to answer your questions, connect with other purchasers and get to know your needs around these contracts. Virtual meetings will be held the last Wednesday of every month, unless otherwise shown on the DES Language Access Purchaser Meeting Calendar. All eligible purchasers who use statewide master contracts are welcome to register.

PUBLIC NOTICES: Posted notices about the availability of language access services can be found on the DES website for the Language Access Program. DES has found this is the most effective way to ensure persons with limited English proficiency can meaningfully access DES’s language access program information.
