Snow & Ice Control Products
Contract Scope
This contract provides for up to the purchase of bulk snow and ice control products (Rock Salt, Brine Salt, Magnesium Chloride, Calcium Chloride, and etc.), up to 100 tons, with 3 day, 7 day, or 30 day delivery.
Annually, Purchasers are strongly encouraged to complete, sign, and return the 80-120 Annual Volume Commitment Form to Contractor by August 31st of each year to confirm and preserve purchases over 100 tons and receive prioritization for delivery in times of limited supply. Contractor shall acknowledge receipt by signing and returning the 80-120 form to the Purchaser by September 15th of each year. This commitment requires agencies to purchase 80% of the volume stated, and in turn, the Contractor must provide up to 120% of the volume stated exclusively to your agency. The aggregate volume commitment total shall include products purchased between July 1st of the current year and June 30th of the following year.
The current products under the 80-120 volume commitments are:Category 1: Corrosion Inhibited Liquid Magnesium Chloride Category 2: Corrosion Inhibited Liquid Calcium Chloride Category 4C: Corrosion Inhibited Solid Sodium Chloride- Grade Category 8A-R: Standard Gradation, Road Salt Category 8B: Standard Gradation Road Salt, Insoluble Material
Submitting the completed form will provide your agency the following benefits:
Higher priority than other non-committed agencies for emergency deliveries. Ensures that your agency will have a reserved supply of product available to your agency. Shared priority with WSDOT for normal deliveries. Preserve the contract rate for purchases over 100 tons annually, up to your 120% commitment.
In the event of limited product availability, for those Purchasers who choose not to participate, their orders will be queued and fulfilled after the needs of committed Purchasers have been met. Contractor shall have no obligation to rush and secure 80-120 snow and ice products inventory for Purchasers who choose not to participate in an 80-120 Annual Purchase Volume Commitment during limited product availability.

• One (1) Main Award in each category in each region for Road Salt and Brine Salt categories and Up to two (2) awards in each category in each region for Liquid Deicer; and
• Up to one (1) Reserved Award additional Contractor to a Washington Small Businesses and/or Certified Veteran-Owned Businesses per category per region. Reserved Award - Contractor (s) awarded as a result of a Reserved Award made available only to WA Small and Veteran businesses. Reserved Awards may not be available for the use of federal funds.
Olympic - Region 1 - Clallam, Jefferson, Grays Harbor, Kitsap, Thurston, Pierce, and Mason
Northwest - Region 2 - Island, King, San Juan, Skagit, Snohomish, and Whatcom
Southwest - Region 3 - Clark, Cowlitz, Lewis, Pacific, Klickitat, Skamania, and Wahkiakum
South Central - Region 4- Asotin, Benton, Columbia, Franklin, Garfield, Kittitas, Walla Walla, and Yakima
North Central - Region 5 - Chelan, Douglas, Grant, and Okanogan
Eastern - Region 6 - Adams, Ferry, Lincoln, Pend Oreille, Spokane, Stevens, and Whitman

DES has ensured this procurement meets RCW 39.26, follows State of Washington Current Procurement Policies, follows DES procurement process, and DES has determined that entering into this master contract will be in the best interest of the State of Washington.
This contract provides for up to the purchase of bulk snow and ice control products (Rock Salt, Brine Salt, Magnesium Chloride, Calcium Chloride, and etc.), up to 100 tons, with 3 day, 7 day, or 30 day delivery.
