Contract Scope
This contract for the salvage, removal and disposal of derelict vessels in public owned waters and on public owned property. This Contract was developed in conjunction with the Department of Natural Resources Derelict Vessel Removal Program (DVRP).
Categories
Derelict Vessels are broken down into five (5) separately awarded categories:
Category A – Low Risk Removal up to 35’ – Removal of vessels up to 35’, Marine debris, floating docks or buoys. Object is floating, soft ground, or sunk in the intertidal and needs only minor patching (less than an hour of work) to raise & float.
Category B – Low Risk Removal & Disposal, up to 35’ – Disposal of vessels up to 35’, Marine debris, floating docks or buoys. Object is….and needs haul to landfill or deconstruct (removal of engine and fuel tanks) and dispose.
Category C – Medium Risk Removal & Disposal, Salvage, 35’-100’ – Soft grounding or patch & float vessels 35’ to 100’ in length. With or without the associated disposal or sunken vessels and may include hazardous-material, diving, marine towing, land towing or specialized equipment; more complicated marine debris removal, removal of deteriorated floating structures, docks, etc.
Category D – High Risk Removal & Disposal, 35’-100’ – Disposal of vessels 35’ to 65’ or wood hull up to 100’ which may have additional issues including but not limited to asbestos. Haul to landfill or deconstruct (removal of engine and fuel tanks) and dispose.
Category E – High Risk Removal & Disposal, Ship Deconstruction, > 65’ – Steel hull vessels over 65’, wood hull over 100’ former military vessels, Hazardous-material likely, PCB & lead issues with or without marine/land towing.

1. Download and consult the

2. It is recommended that Purchasers seek three (3) quotes from awarded vendors regardless of dollar amount, but since these were competitively bid contracts, secondary competitive solicitations are not explicitly required!
3. In receiving quotes, Contractors must provide a lump-sum, fixed price with a scope of work for the removal of the vessel(s) for any work request. Pricing, contractually, is based on a mark-up of prevailing wage.

Note:
While this Competitive Solicitation did have location-based preferences in the form of reserved awards, which would disqualify that Contractor from use if using federal funds, none of the Contractors were awarded on that basis, and all Contractors were awarded without using those reserved awards.
