Important notice:

Categories 4 and 5 are closed, effective April 1, 2024, and are now included in the new IT Project Management 14822 statewide contract.

Purchasers will not be able to issue new work requests under categories 4-7 of this contract.

Any work orders, or RFPs, that were issued before category closure will be valid until completion of the term in the order.

Contract Scope

IT Professional Services (ITPS) is a group of categorized lists or "pools" of IT service providers within WEBS, the state's solicitation-notification system, for state purchasers to use when they seek competitive proposals for their IT business needs. The categories identify common IT business needs of state government. In an effort to streamline program entry for service providers, DES has developed a simple click-through program agreement to replace a formal procurement process. Service providers can identify their expertise and have their company names added to appropriate notification lists in WEBS.

Please note use of this Contract may be subject to collective bargaining and/or other requirements in accordance with RCW 41.06.142 and any applicable collective bargaining agreement provisions. DES recommends Purchasers consult with their labor relations representative if they are interested in using this Contract.

ITPS contract is changing
DES is in the process of restructuring the ITPS contract to create a more consistent and efficient method of purchasing IT services that fully meet competitive procurement requirements and addresses major customer and vendor challenges with the current contract.

What does this mean for vendors and purchasers?
As we award final contracts under the new structure the corresponding categories under the new ITPS portfolio, categories of the current ITPS contract will be closing. DES will notify customers and vendors in advance of upcoming category closures. DES is currently closing two categories in the current two-tier ITPS contract 08215

As of April 1, categories 4 and 5 are included in the new IT Project Management 14822 statewide contract. As of May 15, 2024, categories 6 and 7 are included in the new IT Development 16322 statewide contract.
• As categories are closed, purchasers will not be able to issue new work requests under categories 4-7 of the old contract.
• Any work orders, or RFPs, that were issued before category closure will be valid until completion of the term in the order.
• We’ve notified all vendors registered in these categories.
• The new contract streamlined the procurement process, purchasers no longer need to complete a two-tier solicitation process.

How to get added to a notification list - Contractors
1. Read the changes to this program on the ITPS Project page.
2. Per the note above, applications for Categories 4, 5, 6 and 7 are closed.
3. Complete and submit the 08215 Contract Agreement .
4. Vendors must provide all requested data and agree to all certifications and assurances.
5. Submittals will be batched and reviewed for completeness and compliance no later than the 20th of the month prior to the start of the next quarter. For example: applications received between October 1, 2024 and December 20, 2024 will be added to the Contractor Roster effective January 1, 2025.
NOTE: DES cannot expedite this schedule.
6. At the beginning of each quarter, the notification lists in WEBS will be updated to reflect new service providers who provided submittals as instructed and the Contractor Roster will be updated.
