The Department of Enterprise Services (DES) has signed Participating Addendums (PA) with Contractors on this NASPO Cooperative to provide On-Demand Remote Interpretation Services including Over-the-Phone Interpretation (OPI), Video Remote Interpretation (VRI) services. Services are for Purchasers and their Limited English Proficiency (LEP) clients (clients) who need interpreters’ services because they are uncomfortable speaking English, or their English is not clearly understood. OPI and VRI services will facilitate communication between clients and Purchasers through a remote spoken language interpreter when an on-site interpreter is not available or is cost prohibitive.

Please use Master Contract 02819 contractors as your primary option. This NASPO Cooperative is as a secondary option to provide additional contractors that we currently do not have on our Master Contract 02819.

The following services are included in the PA with Contractors for this NASPO Cooperative contract agreement. Over the Phone Interpreting (or OPI) means off-site interpreting services provided via telephone – vendors awarded this category should be able to provide interpreting services for any known language. Video Remote Interpreting (or VRI) means off-site interpreting services provided through videoconferencing technology equipment and a high-speed internet connection with sufficient bandwidth – vendors awarded in this category should be able to provide interpreting services for American Sign Language (ASL) among other languages as listed in each NASPO Master Agreement.

The following service is not included in the PA with contractors for this NASPO contract agreement. Document Translation is the act of rendering a written communication from one language to another. Please use DES Master Contract Master Contract 04218.



ACCOUNT SETUP. Email the Contractor to setup account. Purchasers have multiple options as to how to organize their account permissions and codes.

• OPI – Once Purchaser account is set up, Purchaser may utilize the OPI services as they require.
• VRI – Once Purchaser account is set up, Purchaser will need to utilize their computer, tablet or phone to receive services. • Training – Contractor will provide training resources, at no cost, for how to use their services.
• Language Identification – Contractor provides, at no cost resources, for the Purchaser to use when identifying a client’s language.

INTERPRETER QUALIFICATIONS: All Interpreters must be skilled to industry standards, expectations, and trends. Interpreters must have the proper certification based on the interpreting type of service. Below are the three main interpreter types of language access master contracts will require. These requirements are in alignment with RCW 39.26.300.

Spoken Language Interpreter: Acceptable industry standards and expectations include the Washington State Department of Social and Health Services (DSHS) Language Testing and Certification Program (LTC) or Authorization, guidelines outlined by the American Translation Association (ATA) for Interpreters, the Certification Commission for Healthcare Interpreters, or the National Board for Certification of Medical Interpreters. Interpreters trained through accredited higher education institution (university or college) programs, which are widely accepted by industry experts, the interpreter community, and by Washington State Purchasers are also acceptable.



PUBLIC NOTICES: Posted notices about the availability of language access services can be found on the DES website for the Language Access Program. DES has found this is the most effective way to ensure persons with limited English proficiency can meaningfully access DES’s language access program information.



DES LANGUAGE ACCESS PURCHASER MEETINGS. As an additional resource, we are inviting eligible purchasers to monthly meetings to answer your questions, connect with other purchasers and get to know your needs around these contracts. Virtual meetings will be held the last Wednesday of every month, unless otherwise shown on the DES Language Access Purchaser Meeting Calendar. All eligible purchasers who use statewide master contracts are welcome to register.
